Plansız Dönemde Türkiye'de Tarım Kredi Kooperatifleri (1923-1960)

Abstract

Bu çalışmada tarım kredi kooperatiflerinin 1923-1960 yılları arasındaki gelişimi anlatılmaktadır. Öncelikle, geçmişi 19.yüzyılın ikinci yarısına dayanan tarım kredi kooperatifleri, aynı dönemde Osmanlı Devleti’nde de görülen kooperatife benzer örgütlenmelerle beraber incelenmiştir. Cumhuriyetin kuruluşundan itibaren devralınan tarımsal yapı içinde var olan tarımsal kredi sorunu ise ayrıntılarıyla incelenerek, bu dönemde görülen tefecilik sorunu ve borçlanma şekillerinin köylüler üzerindeki etkilerine dikkat çekilmeye çalışılmıştır. Ziraat Bankası’nın köylünün lehine etkin bir tarımsal kredi politikası yürütmediği bu dönemde, tarımsal kredi sorununa çare olarak düşünülen tarım kredi kooperatiflerinin kurulmasına yönelik kanunlar, iç ve dış konjonktürün yarattığı değişimlerle de birlikte incelenerek tarım kredi kooperatiflerinin gelişimi ele alınmıştır.

This study deals with the development of the agricultural credit cooperatives between 1923-1960. Firstly, the agricultural credit cooperatives, of which history goes back to the nineteenth century, is examined together with certain organizations similar to agricultural credit cooperatives in the Ottoman State in the same era. Secondly, the problem of agricultural credit which is embedded in the agricultural structure inherited from the foundation of the Republic will be tackled. The impact of usury problem and types of loans on peasants in that era is emphasized. In this period, Ziraat Bankası (The Agricultural Bank) did not develop an efficient agricultural credit policy. However, certain laws were enacted to establish agricultural credit cooperatives and solve the agricultural credit problem. The evolution of the agricultural credit cooperatives is discussed by analyzing these laws together with the changes created by the internal and external conjunctures.
