Abstract
Üniversitelerin şehir planlamasına ve şehrin sosyo-ekonomik yapısına etkileri: DÜZCE ÖRNEĞİ / Günümüz bilgi toplumunda gelişmenin en önemli faktörü olan eğitim, ekonominin yanı sıra toplumsal kimlik, etik değerler ve daha güçlü demokrasi için en önemli unsurdur. Bu gelişmenin dinamiğini en üst düzeydeki eğitim kurumu olan üniversiteler sağlamaktadır. Gelişen teknoloji, küreselleşme ve bilgi ekonomisinin stratejik sektör haline gelmesi nedeniyle üniversitelerin önemi her geçen gün artmaktadır.Üniversite ile kentler arasında karşılıklı olarak ekonomik, kültürel, sosyal, ve siyasi açıdan bilgi aktarımı ve iş birliği söz konusudur. Üniversiteler bulundukları şehirlerin ihtiyaçları doğrultusunda şehrin sosyal, ekonomik ve kültürel varlıklarını dikkate alarak bölgenin gelişmesi ve kalkınmasına bilgi ve teknoloji tabanlı araştırmalarla katkı sağlamaktadır. Bu açıdan her bir üniversite bulunduğu kent için önemli bir veri kaynağıdır. Her ilde bir üniversite kurulması ile hiç üniversite kurulmamış şehirlerde sosyal, ekonomik ve fiziksel büyüme gibi olumlu etkiler son zamanlarda araştırmacıların dikkatini çekmiştir. Türkiye’de bu konuda yapılmış olan araştırmaların çoğu öğrenci-üniversite harcamalarının anket yöntemi ile incelenmesini kapsamaktadır. Bu çalışma kapsamında 2006 yılında kurulan Düzce Üniversitesi (DÜ)’nin şehrin planlanması ve sosyo-ekonomik yapısı üzerine etkileri bilimsel bilgi ve verilerle ortaya konmaya çalışılmıştır. Bu çerçevede; üniversitenin ekonomik, sosyal, kültürel, fiziksel altyapı ve demografik beklentiler açısından etkileri değerlendirilecek ve Üniversite kurulmadan önceki ve kurulduktan sonraki ortam ve koşullar karşılaştırmalı olarak incelenerek, üniversitenin etkileri araştırılacaktır. Çalışmanın Düzce ile üniversite ilişkisini inceleyen ilk ve tek çalışma olması bakımından sosyal bilimler literatürüne katkıda bulunacağı düşünülmektedir. Çalışmada genel olarak nitel gözlemler kullanılmış olup analizler için ilgili kişiler ile yüzyüze görüşmeler yapılmıştır. Özellikle Üniversitenin Konuralp beldesine taşınması ve bir kampüs olarak hizmete açılmasından sonra burada önemli değişimler yaşanmıştır. Bu süreçte müteahhit firmalar gözle görülür biçimde artmış, uzun bir süre durağan bir seyir izleyen inşaat faaliyetlerinde ve arsa fiyatlarında artışlar yaşanmıştır. İmar planı değişikliği ve kat izinlerinin de artması ile yüksek katlı binalar artmaya başlamıştır. Yine Düzce Üniversitesinin cazibesinin artması öğrencilerin Ankara-İstanbul gibi iki büyük ilin arasında bulunan Düzce’yi tercih etmesi üniversitenin her geçen yıl bir önceki yıla göre daha fazla öğrenci alması ve kapasitesinin de yine her geçen yıl artması öğrenciler için konaklayacak yer açığını doğurmuş ve üniversite çevresinde hızla yapılaşma başlamıştır. The effects of universities on urban planning and the socio-economic structure of the city:DUZCE SAMPLE / Education, which is the most important factor in the development of today's information society, is the most important element for social identity, ethical values and stronger democracy besides the economy. The dynamic of this development is for universities with the highest level of education. Developing technology, globalization and knowledge economy to become a focused sector, the importance of previous universities.There is mutual knowledge and cooperation between the university and the cities in terms of economic, cultural, social and political aspects. The universities contribute to the development and development of the region by taking into account the social, economic and cultural assets of the cities in line with the needs of the cities they are located in. In this respect, each university is an important source of data for the city. With the establishment of a university in each province, positive impacts such as social, economic and physical growth in cities where no university has been established have recently attracted the attention of researchers.In Turkey, most of the research done on this subject-student university spending includes examining the survey. Within the scope of this study, the effects of Duzce University (DU), which was established in 2006, on the planning and socio-economic structure of the city have been tried to be revealed with scientific information and data. In this context; The effects of the university on economic, social, cultural, physical infrastructure and demographic expectations will be evaluated and the effects of university will be investigated by examining the environment and conditions before and after the establishment of the University. It is thought that this study will contribute to the social sciences literature as the first and only study examining the relationship between Düzce and university.Generally, qualitative observations were used in the study and face-to-face interviews were conducted with the related persons for the analyzes. Especially after the transfer of the University to Konuralp and its opening as a campus, significant changes took place here. In this process, contractor firms increased significantly, and construction activities and land prices increased following a long period of time. High-rise buildings have started to increase due to the change in the zoning plan and the increase in floor permits. Again, the increase in the attractiveness of Duzce University students in Ankara-Istanbul between the two big cities to choose between the Duzce University and each year more than the previous year to get more students and the capacity to increase each year with the increase in the number of accommodation for the students gave birth construction has started.
