Technology, strategy, and future of warfare : changing character and unchanging dilemmas of warfare

Abstract

Bu çalışmanın temel konusu savaş, teknoloji ve strateji kavramları ışığında savaşın doğasındaki ve karakterindeki değişim tartışmalarını ele alıp geleceğin savaşları hakkında bazı öngörülerde bulunmaktadır. Bu bağlamda ilk olarak savaş ve teknoloji kavramlarının tarihsel ilişkisi ele alınmıştır. Tarihsel arka planla beraber, savaşın doğası ve savaşın değişen karakterine değinilip; savaş, strateji ve teknolojinin en önemli kesişimi olarak görülen Askeri Alanda Devrim (RMA) hipotezi ele alınmıştır. Bu incelemede, bu çalışma yazılırken vuku bulan 2020 Dağlık Karabağ Savaşı örnek olay olarak ele alınmıştır. Azerbaycan ve Ermenistan arasındaki savaş, savunma bilimi ve doktrinel olarak incelenmiştir. Son olarak, gerçek yeni savaşlar nosyonu ortaya atılıp, geleceğin savaşlarında yapay zeka ve beraberindeki teknolojik gelişmelerin savaşın doğasını da belli bir ölçüde etkileyeceği sonucuna varılmıştır

The main subject of this study is to discuss the changes in the nature and character of war in the light of war, technology and strategy concepts and to make certain predictions regarding the topic of future wars. In this context, firstly, the historical relation of war and technology concepts are discussed. Additionally, the historical background, the nature of war and the changing characteristics of war are also delved into; the Revolutions in Military Affairs (RMA) hypothesis, which is seen as the most important intersection of war, strategy and technology, is discussed upon. In this review, the 2020 Nagorno-Karabakh War that took place during the time of this study is approached as a case study. The war between Azerbaijan and Armenia has been observed in terms of defense science and military doctrines. Finally, the notion of real new wars was highlighted and it was concluded that in future wars, artificial intelligence and its accompanying technological developments will influence the very nature of war to a certain extent.
