Küreselleşen Dünya’da kalkınma sürecinde AB’deki ve Türkiye’deki eğitim finansmanın karşılaştırılması

Abstract

Eğitim; bireyin davranışında, kendi yaşantısı yolu ile eğitimin amaçlarına uygun, istenilen yönde değişme meydana getirme sürecidir. Finansman ise bir amacı gerçekleştirmek için gerekli fonu temin etme işidir. Eğitim finansmanı, eğitim hizmetlerinin sunumu için gerekli parasal kaynakların elde edilmesi süreci olduğu kadar; elde edilen kaynakların farklı bölgeler, iller, eğitim tür ve düzeyleri, farklı sosyo-ekonomik düzeydeki birey ve gruplara dağıtımı sürecidir. Eğitime yapılan yatırımların ve finansman kaynaklarının sistemli bir şekilde tespit edilmesi, gerek bu yatırımların verimliliği açısından, gerekse de hükümetlerin izleyeceği eğitim sistemleri ve politikaları açısından önemlilik arz etmektedir. Bu çalışmada, Türkiye’de Avrupa Birliği Üye Ülkelerinde eğitimin finansman kaynakları tespit edilmiş, eğitime finansman sağlama şekilleri ve harcamaların yapıldığı kalemler karşılaştırılmıştır. IN THE DEVELOPMENT PROCESS IN THE WORLD OF GLOBALIZATION, COMPARISON OF EDUCATION FINANCING IN EU AND TURKEY SAMPLE Education is a process of establishing changes in the desired way on the behavior of individual according to the his or her own self lifestyle and purposes of the education. And financing is the process of obtaining necessary fund in order to accomplish a purpose. Education financing is the process of distribution of the resources obtained to different regions, cities, education type and levels, individuals and groups in different socioeconomical status as well as obtaining the necessary financial resources in order to present the education services. It is a must to determine the investments and financial resources on the education in a systemized way for the efficiency of these investments and also in terms of the education systems and policies that the governments will adopt. In this study, financing resources of Turkey and European Union Member Countries of education were determined, financing ensuring types to education and components that had been spent on were compared.
