Abstract
Halkla İlişkiler, Yerel Yönetimler, Yurttaş Katılımı ÖZET YEREL YÖNETİMLERDE YURTTAŞ KATILIMINI GELİŞTİRMEYE YÖNELİK HALKLA İLİŞKİLER: KADIKÖY BELEDİYESİ ÖRNEĞİ. Halkla ilişkiler, yönetim ve halk arasında sağlıklı bir iletişim kurmak için yararlanılacak en uygun yöntem olarak önerilmektedir. Yerel yönetimlerde ise, bunların birer kamu kuruluşu olarak yönetim ve halk arasındaki en önemli iletişim kanallarından birini oluşturması nedeniyle halkla ilişkiler birincil bir işlev yüklenir. Bu tezin amacı, halkla ilişkiler yöntemleri ve uygulamalarının, yerel yönetimlerde yurttaş katılımını geliştirmeye yönelik olarak kullanılabilecek en uygun araçlar olduğunu ortaya koymak üzere kavramsal ve kılgısal bir değerlendirme yapmak olmuştur. Bu doğrultuda halkla ilişkiler, yerel yönetimler ve yurttaş katılımı kavramları yönetim-yurttaş iletişimi ekseninde ele alınmış; yurttaş katılımı yöntemleri incelenmiş; kişisel görüşmeler yapılmış ve son olarak Kadıköy Belediyesi’nin halkla ilişkiler ve yurttaş katılımı uygulamalarına ilişkin algı, farkındalık ve beklentileri saptamaya yönelik bir saha araştırması gerçekleştirilmiştir. Çalışmanın sonucunda, Kadıköy Belediyesi’nin halkla ilişkiler yöntem ve uygulamalarının yüz yüze iletişim ve katılım amaçlı iletişim konularında geliştirilmesi gerekliliği ortaya konmuştur. Ayrıca yerel yönetimlere yönelik olarak bir yurttaş katılımı modeli önerilmiştir. Public Relations, Local Governments, Citizen Participation
PUBLIC RELATIONS FOR IMPROVING CITIZEN PARTICIPATION IN LOCAL GOVERNMENTS: KADIKÖY MUNICIPALITY EXAMPLE. Public relations are recommended as the most appropriate method to be utilised to establish a healthy communication among the administration and the public. As to local governments, because of the fact that they are constituted one of the most important communication channels between the administration and the public, public relations undertake a primary function. The aim of this thesis has been presenting a conceptual and practical assessment to propound that public relations methods and applications are the most suitable tools to improve citizen participation in local governments. Within the scope of the thesis, the concepts of public relations, local governments and citizen participation have been discussed in line with the axis of government-citizen communication; citizen participation methods have been examined; personal interviews have been realized and finally a field reserch has been executed in order to determine perceptions, awarenesses and expectations about the implementations of Kadıköy Municipality concerning public relations and citizen participation methods. Based on the results of this field research it has been propounded that the improvement of the public relations methods and applications of Kadıköy Municipality in face-to-face communication and communication aimed at citizen participation, is necessary. Terminally, a citizen participation model for local governments has been proposed.
