Osmanlı batılılaşma ve tanzimat döneminde modern belediyeler

Abstract

Osmanlı İmparatorluğu, 18. yüzyılın sonlarına doğru Batı'nın da etkisiyle batılılaşmaya başlamıştır. Bu süreç içerisinde eğitimde, sağlıkta, orduda yeni baştan düzenlemelere gidilmiştir. 1839'da Tanzimat'ın ilânıyla birlikte hız kazanan bu süreç ülke yönetiminde etkisini arttırarak devam ettirmiştir. Tanzimat dönemi yöneticilerinin merkeziyetçi bir devlet anlayışına sahip olmalarına karşın, bu dönemde yerel yönetimlerin Batı'daki kurumlardan örnek alınarak yönetim sistemimize girmiştir. İlk uygulama 1855'te Beyoğlu-Galata'da bugünkü Büyükşehir Belediyesi anlamına gelen ''Şehremaneti'' kurulmuştur. Fransa'dan örnek alınmıştır. By the end of the 18 th century, the Ottoman Empire started to become westernized by the influence of Western Countries. During this period, a lot of new reforms were applied in the fields of education, health and in the army. In 1839, with the implementation of the Tanzimat the changes took place in this period continued to accelerate. Although the rulers of Tanzimat period were centralists in their opinions and policies, local administrations followed the western administrative model. The first implementation ''Şehremaneti'' which means Metropolitan Municipilaty was established in Beyoğlu-Galata in 1855. This model was taken from the French example.
