Türkiye'deki devlet üniversitelerinin pandemi öncesi ve pandemi sürecindeki performanslarının veri zarflama analizi ile ölçülmesi ve karşılaştırılması

Abstract

Teknolojinin gelişmesiyle beraber bilimsel çalışmaların öneminin daha da anlam kazanması ve doğrudan veya dolaylı yollarla ülkelerin ekonomik seviyeleri, refah seviyeleri gibi gelişmiş ülkelerde yer alan birçok göstergeye etki etmesi, ülkelerin eğitim durumlarına vermesi gereken önemi daha da arttırmıştır. Son yıllarda dünya üniversiteler sıralamasından Türkiye’den hiçbir üniversitenin ilk 500’de olmamasının nedenlerinin belirlenebilmesi gerek üniversite yönetimi gerekse resmi kurumlar açısından oldukça önemlidir. Ayrıca, üniversitelerin farklı zaman dönemlerinde etkinliğinin gözlemlenmesi ve karşılaştırılması sonucu rekabet koşullarında farklılaşabilmesi ve çağa ayak uydurabilmesinin anahtarlarından biri haline gelmiştir. Bu nedenle üniversiteler için etkinlik ve performans kavramları çok önemlidir. Veri Zarflama Analizi, farklı ölçekle ölçülmüş birden fazla girdi ve çıktının karşılaştırma yapmayı zorlaştırdığı durumlarda, karar verme birimlerinin göreli performanslarını ölçmeyi amaçlayan doğrusal programlama tabanlı bir tekniktir. Veri zarflama analizi uygulamasının ve yorumlamasının diğer tekniklere göre nispeten daha kolay olması, detaylı analiz yapmaya imkân vermesi ve parametrik testlerin uygulanması için gerekli katı varsayımlarının olmaması sebebiyle literatürde oldukça geniş bir yere sahiptir ve diğer birçok alanda kullanıldığı gibi eğitim öğretim kurumlarının performansının ölçülmesinde, giderek daha yaygın bir biçimde kullanılmaktadır.Bu çalışmada Veri Zarflama Analizi kullanılmasının sebebi üniversite etkinliklerinin ölçülmesinde akademisyen sayısı, öğrenci sayısı, yıllık genel giderler gibi birden çok girdinin ve bu girdilerin kullanılması sonucu elde edilecek olan makale sayıları, atıf sayıları gibi birden çok çıktının var olduğu bir yapıya sahip olmasıdır. Bu çalışmanın amacı bir devlet üniversiteleri arasında karşılaştırma yaparak üniversitelerin güçlü/ zayıf yönlerini tespit edip etkinliklerini iyileştirmek ve bir analiz sonucu iyileştirmeler yapılması amacıyla karar aracı sunmaktır. Üniversitelerin performansları veri zarflama analizinde yaygın olarak kullanılan temel modellerin yanı sıra Tıp Fakültesi bulunan ve bulunmayan üniversiteler gruplara ayrılmış olup daha sonrasında bu gruplar hem kendi içlerinde hem de bölgesel olarak karşılaştırılmıştır. Çalışmada iki temel konu ele alınmıştır. İlki 2018-2021 yılları arasında pandemi öncesinden Türkiye’deki devlete ait yükseköğretim kurumlarının birbirlerine göre göreli etkinliğinin karşılaştırılması, ikincisi ise pandemi başlangıcıyla birlikte 2020-2021 yıllarındaki yükseköğretim kurumlarının etkinliğinin değişiminin incelenmesidir.

With the development of the technology, the importance of scientific studies gaining more significance and its direct or indirect effect on many indicators in such as the economic levels and welfare levels of developed countries has increased the importance that countries should attach to their educational status. It is very important for both university administration and official institutions to determine the reasons why no Turkish university is in the top 500 in the world university rankings in recent years. In addition, as a result of observing and comparing the activities of universities in different time periods, it has become one of the keys to differentiating in competitive conditions and keeping up with the advancement of the time. For this reason, the concepts of activity and performance are very important for universities. Data Envelopment Analysis is a linear programming-based technique that aims to measure the relative performance of decision-making units when multiple inputs and outputs measured at different scales make comparisons difficult. Data envelopment analysis has a wide place in the literature because it is relatively easy to implement and interpret compared to other techniques, allows detailed analysis and does not have strict assumptions for the application of parametric tests. Being used in several other fields, this analysis is used more and more widely in measuring the performance of educational institutions. The reason for using Data Envelopment Analysis in this study is its structure to include more than one intput in measuring the following in the activities held by the university; being the number of academicians, the number of students, annual general expenses and including more than one output such as the number of articles and citations that will be obtained as a result of using these inputs. The aim of this study is to make a comparison between public universities, to identify the strengths/ weaknesses of universities, to improve their activities and to present a decision tool in order to make improvements as a result of an analysis. In addition to the basic models commonly used in data envelopment analysis, the performances of universities were divided into groups of universities with and without a Faculty of Medicine, and then these groups were compared within themselves and regionally.. Two main issues were addressed in the study.The first is to compare the relative activity of state-owned higher education institutions in Turkey between the years 2018-2021 before the pandemic, and the second is to examine the change in the activity of higher education institutions in the years 2020-2021 with the onset of the pandemic.
