Publication: Kadına karşı şiddetle mücadele eden sivil toplum örgütlerinin kamu politikası yapım sürecindeki rolü ve etkinliği : KADEM ve Mor Çatı dernekleri üzerinden bir karşılaştırma
Abstract
Bu çalışmanın temel amacı, kamu politikası yapım sürecinde rol oynayan aktörlerden biri olan sivil toplum örgütlerinden kadına karşı şiddetle mücadele eden Mor Çatı ve KADEM adlı iki sivil toplum örgütünün rol ve etkinliklerinin karşılaştırmasını nitel bir analizle ortaya koymaktır. Tezde bu iki sivil toplum örgütünün hangisinin kamu politikası yapım sürecinde daha fazla rolü ve etkinliği olduğunun ortaya çıkarılması hedeflenmektedir. Literatürde kadınların birçok mekânda maruz kaldığı fiziksel, ekonomik, cinsel ve psikolojik şiddete ve farklı sivil toplum kuruluşlarının politika yapım sürecindeki etkilerine dair nicel ve nitel çalışmalar bulunmasına rağmen kadına karşı şiddetle mücadele eden sivil toplum örgütlerinden Mor Çatı ve KADEM’in politika yapım sürecindeki rol ve etkinliğinin içerik analizi ile karşılaştırıldığı bir çalışmaya rastlanmamıştır. Böylece ileride yapılacak çalışmalara ve literatüre katkı sağlaması beklenmektedir. Çalışmada veriler, nitel araştırma yöntemlerinden derinlemesine görüşme yöntemi ile toplanmıştır. 12 adet açık uçlu sorudan oluşan yarı yapılandırılmış form dışında demografik sorular ve görüşmenin akışına göre yeni sorular, Mor Çatı ve KADEM’e online ve görüntülü görüşme ile sorulmuş ve veriler, yazılı metin haline getirilerek içerik analizi yöntemiyle analiz edilmiştir. Görüşmeler sonucunda elde edilen verilere göre üç tema belirlenmiş ve bu temaların altında kategoriler ve kodlar oluşturulmuştur. Ayrıca çıkan sonuçlar, kuruluşların resmi internet sitesindeki kaynaklarla eşleştirilmiş ve birbirleriyle örtüşmüştür. Analiz sonucunda elde edilen verilere göre ise bazı kategorilerde Mor Çatı ve KADEM ortak noktada birleşmekte fakat genellikle aynı amaç doğrultusunda farklı şekillerde düşünmektedir. KADEM’in, faaliyet alanları ve politika araçları Mor Çatı’ya göre daha fazla iken ayrıca insan kaynağı ve finansal kaynak kategorilerinde de Mor Çatı’dan daha etkin olduğu sonucuna ulaşılmıştır. Bu durumun en büyük nedeni ise farklı şehirlerde 51 temsilciliğinin bulunmasıdır. KADEM’in Mor Çatı’ya göre daha fazla hedef ve eylem planları bulunmakta bundan dolayı kamu politika yapım süreçlerinde daha fazla rol oynamakta ve kendilerinin her aşamaya davet edildiklerini düşünmektedir.
The main aim of this study is to compare the roles and activities of two non-governmental organizations, Mor Çatı and KADEM, in a qualitative analysis which are one of the actors playing a role in the public policy making process and fight violence against women. In this thesis, it is aimed to find out which of these two non-governmental organizations has more role and avtivity in public policy making process. In literature, there are quantative and qualitative studies about the physical, economic, sexual and psychological violence that women are exposed to and the influence of different non-governmental organizations in the public policy making process. However, there is no study in literature, in which the two non-governmental organizations which fight violence against women, Mor Çatı and KADEM, are compared by their role and activities in public policy making process, in terms of content analysis. The data in this study were collected by in-depth interview method, which is one of the qualitative research methods. In addition to the semi-sctuctured form consisting of 12 open-ended questions, demographic and new questions that have risen up during the conversation were asked by online video call to Mor Çatı and KADEM. Collected data were converted into written text and analyzed by content analysis method. 3 main themes were identified according to the collected data during the interviews and categories and codes were created under these themes. In addition, the results were matched with the sources on the official website of the organizations and overlapped with each other.According to the results, Mor Çatı and KADEM turned out to have the same attitude in some categories but generally they think in a different manner towards the same goal. It has been seen that, KADEM is more active than Mor Çatı in the categories of financial and human resources, in addition to having more policy instruments and activity fields. The main reason behind this situation is that KADEM has 51 representative offices in different provinces. KADEM plays a more role in public policy making processes and thinks that they are invited to each stage, because it has more aim and action plans than Mor Çatı.
