Geç kapitalisleşme sürecinde kriz: Türkiye 1979 krizi

Abstract

Tezde geç kapitalistleşme sürecinde sermaye birikiminin ve kriz oluşumunun dinamikleri incelenmekte ve Türkiye’de 1979’da yaşanan krize odaklanılmaktadır. Çalışmada krizin sermaye birikimi sürecinin çelişkilerinin sonucunda açığa çıktığı, bununla birlikte geç kapitalistleşmenin yol açtığı özgüllüklerle belirlendiği sonucuna ulaşılmıştır. Krizin temel nedeni, sermayenin artık-değer üretimini arttırmak ihtiyacında temellenmektedir. Tüketim malları üretiminde kârlı olanakların azalması sonucunda sermayenin artık-değeri yükseltmesinin yolu, geç kapitalistleşme koşullarında, üretim aracı üretimine geçmek olarak belirmektedir. Üretim aracı üretimine geçilmesi, yine geç kapitalistleşme koşullarda, artık-değer üretimine, yani birikime bir sınır getirmiştir. Üretim araçları üretimi daha karmaşık üretim tekniklerini gerektirir ve daha sermaye yoğun üretime dayanır. Bu da daha fazla üretim aracı ve girdi ithal edilmesini gerektirir. İthal girdi ihtiyacını arttırması, dolayısıyla döviz biçiminde para sermaye ihtiyacını derinleştirmesi, geç kapitalistleşme sürecinde bir bunalım yaratmıştır. Artık-değeri arttırmaya yönelik çaba, giderek, artık-değer üretiminin bir engeline dönüşmüştür. Krizin toplumsal boyutları da göz önünde bulundurulmalıdır. Kriz analizi sınıf mücadelesini içerecek biçimde geliştirilmiştir. Krizin temel sebebi birikim sürecinde sanayi üretiminde yaşanan çelişkiler iken, sınıf mücadelesi krizi derinleştirmiş ve sermaye açısından, -aynı zamanda bir değerlenme süreci olan- emek sürecinde yeniden yapılanmaları ve sermaye-emek ilişkilerinin yeniden düzenlenmesini zorunlu kılmıştır.

In the thesis, the dynamics of capitalist accumulation and crisis in the late capitalistization process are investigated. Thesis is focused to 1979 crisis in Turkey. It is found that, crisis emerges due to the contradictions of the capital accumulation process; however, it is determined by the specificities of late capitalistization. Crisis is based on the need for capital to increase surplus value production. In conditions of late capitalistization, when profitable opportunities are reduced within the production of consumption means, the only way for capital to increase surplus value is to pass to the production of means of production. However, in the same conditions, the passage to production of means of production brings a barrier to surplus value production, i.e. accumulation. Production of means of production requires more complex production techniques and depends on more capital intensive production. Hence, it necessitates the import of more means of production and inputs. The increase in imported inputs brings an increase in money capital requirement in the form of foreign exchange, and thus triggers a crisis in the late capitalistization process. The effort to increase surplus value turns into a barrier of surplus value production. Crisis has social dimensions too and these have to be considered also. Hence, the analysis of crisis is developed so as to include class struggle. While the basic reason for crisis is the contradictions in industrial production within the accumulation process, class struggle has deepened the crisis and has necessitated restructurings in the labour process - which is also a valorisation process – and re-regulation of capital-labour relations, on the part of capital.
