Eğitimin dönüşen işlevleri: Türkiye örneği

Abstract

EĞİTİMİN DÖNÜŞEN İŞLEVLERİ: TÜRKİYE ÖRNEĞİ Bu çalışmanın hareket noktası eğitimin tarihsel ve toplumsal dönüşüm süreçlerindeki yer, işlev ve önemini anlama ve değerlendirme çabasıdır. Kapitalizm öncesi toplumsal yapılarda, eğitim aşamalı olarak kurumsallaşmaktadır. Eğitimin yaygın kurumsal kimliğini kazanması kapitalist toplumsal yapıya dönüşüm sürecinde gerçekleşmektedir. Kapitalist eğitim, kendi toplumsal yapısına uygun sosyalizasyon sağlama, toplumsal ve ekonomik yapının yeniden üretimi, sınıflı toplumsal örgütlenmenin yeniden üretimi, bireylerin üretim tarzının ihtiyaçları doğrultusundaki niteliklerle donanmasını sağlama, kapitalist ideolojiyi yeniden üretme ve meşrulaştırma işlevlerini yerine getirmektedir. Kapitalist eğitimin işlevleri 1970’lerde köklü dönüşüme uğramıştır. Eğitim toplumsal ve ekonomik eşitsizlikleri derinleştirerek yeniden üretmekte, ticari bir faaliyetin nesnesi halini almakta, özel kâr ve fayda çerçevesinde tanımlanmaktadır. Kişilerin eğitime ulaşabilme olanakları da dolayısıyla gelir, fayda – maliyet ilişkileri çerçevesinde belirlenmektedir. Bu doğrultuda, eğitimin niteliklerindeki dönüşüm hanehalklarının bu sürece verdikleri tepkilerden ölçülebilmektedir. Eğitim kurumunun geçirdiği dönüşümler, Türkiye Cumhuriyeti’nin tarihsel sürecinde, eğitim kurumunun dönüşümlerinde örnek bir alan olarak izlenebilmektedir. Sermaye birikimi sürecinin 1970’lerde değişen ihtiyaçları doğrultusunda üretilen politikaların dünya ölçeğinde yayılması paralelinde, 1980’lerden itibaren Türkiye’de de eğitim eşitsizlikler, ayrımcılık ve farklılaşmalar üreten, metalaşan ilişkileriyle tanımlanır olmaktadır. Türkiye’de hanehalklarının eğitim eğilimleri, sınıflararası ve sınıf içi eşitsizlikleri artan oranda yeniden üreten eğitim işlevini doğrulamaktadır. THE TRANSFORMED FUNCTIONS OF EDUCATION: THE CASE OF TURKEY The purpose of this study is to understand and to evaluate the importance and function of the education in the historical and social transformation process. In the pre-capitalist societal structures, education had been institutionalized gradually. Getting the widespread institutional identification of education has taken place in the process of capitalist social structure. Capitalist education is effective for the reproduction of social and economical structure by socialization mechanism, in accordance with its capitalist social structure, for the reproduction of social organization on a class base, identification of people in the way of the modes of production, ideological reproduction and legitimization of capitalist ideology. The functions of capitalist education had been transformed radically since 1970s. Education has reproduced the social and economic inequalities by deepening. It has become commodified in the business trade and profit motive. In parallel with, students’ and households’ attitude has been determined by cost-benefit analysis. Therefore, the transformed functions of education might be examined in the transforming tendencies of households' survival strategies and reactions related with education. In Turkish Republic’s historical process and Turkish households’ tendencies, transformation of education might also be observed in the positive correlation. Unequal reproducing function of education has been confirmed by Turkish households’ educational tendencies.
