Türkiye’de işverenlere uygulanan sosyal güvenlik prim teşviklerinin kayıt dışı istihdamı azaltmadaki rolü

Abstract

Kayıt dışı ekonomi, bir ülkede yasal çerçevede belirlenen kurallara uyulmayan ekonomik faaliyetleri kapsamakta olup, ülke ekonomisine zarar veren bir durumdur. Kayıt dışı ekonominin en önemli unsurları arasında kayıt dışı istihdam yer almaktadır. İşsizlik, nüfus yoğunluğu, işverenlere uygulanan vergiler gibi sosyal, ekonomik ve idari birçok sebepten kaynaklanan kayıt dışı istihdam birçok ülkede ekonominin gelişmesine engel olan bir sorundur. Bu kapsamda Türkiye göz önüne alındığında, özellikle idari anlamda çalışanların hiç bildirilmemesi, gün sayılarının eksik bildirilmesi ve prime esas kazançlarının eksik bildirilmesi gibi işveren kaynaklı kayıt dışı istihdam sorunları yaşanmaktadır. Bu sorunların önüne geçmek adına yasal ve idari önlemler alınmakla birlikte, kayıtlı istihdama teşvik adına uygulamalar yapılmaktadır. Bu uygulamaların başında da sosyal güvenlik prim teşvikleri gelmektedir. Yapılan çalışmalar ışığında özellikle 2000’li yıllardan sonra sosyal güvenlik prim teşviklerinin kayıt dışı istihdamla mücadelede kullanılan bir yöntem olduğu gözlemlenmiştir. “Türkiye’de İşverenlere Uygulanan Sosyal Güvenlik Prim Teşviklerinin Kayıt Dışı İstihdamı Azaltmadaki Rolü” başlıklı bu tez çalışmasında 2000 yılı sonrası göz önüne alınarak yapılan çalışmalar ve veriler ışığında sosyal güvenlik prim teşviklerinin kayıt dışı istihdam üzerindeki etkileri ele alınacak ve bu etkilerden yola çıkılarak uzun vadeye yönelik önerilerde bulunulacaktır.

The informal economy covers economic activities in a country that do not comply with the rules set out in the legal framework and is a situation that harms the national economy. Informal employment is among the most important elements of the informal economy. Unregistered employment resulting from many social, economic and administrative reasons such as unemployment, population density, and taxes on employers is a problem that prevents the development of the economy in many countries. Given Turkey in this context, especially in terms of administrative employees not reporting any day of the reported missing and the number of reported missing as the primary basis of informal employment gains employer-induced problems are experienced. Although legal and administrative measures are taken to prevent these problems, practices are carried out to encourage formal employment. Social security premium incentives are at the top of these practices. In the light of the studies, it has been observed that social security premium incentives are a method used in combating unregistered employment, especially after 2000's.Effect On Reducıng Informal Employment Of Incentıves For Employers’ Socıal Securıty Contrıbutıons Applıed In Turkey thesis titled Our informal impact on employment incentive social security contributions in the light of studies and data are made considering the post-2000 will be discussed and will make recommendations for the long term starting from this effect.
