IMF ve Avrupa Birliği tarım politikaları çerçevesinde Türk tarımı

Abstract

Türkiye ekonomisi içerisinde tarım sektörü hala büyük bir potansiyele ve öneme sahiptir.Tarım politikalarının ekonomide geniş bir etki alanına sahip olmaları yönüyle de genel ekonomik ve siyasi politikaların önemli bir parçasını oluşturmaktadır.Uluslar arası Para Fonu (IMF) ile ilişkiler çerçevesinde son yıllarda krizlerinde büyük etkileri sonucunda Türk tarımında köklü değişimler amaçlanmıştır.Geleneksel destekleme politikalarının yerini doğrudan gelir desteği sistemine bırakması,tarımda özelleştirme çalışmalarına hız verilmesi, Tarım Satış ve Kooperatifleri Birlikleri'nin TSKB'lerin yeniden yapılandırılması çalışmaları, söz konusu değişimlerdir.Bu çalışmada, IMF'in öngördüğü tarımsal politikaların Türkiye ve dünyadaki uygulamaları ışığında, etkilerinin neler olabileceği anlatılmaya çalışıldı.İlk sonuçları itibariyle doğrudan gelir desteği sistemi başta olmak üzere bu değişiklikler,beklenen olumlu etkileri yeterince yaratamamışlardır.Avrupa Birliği'ne üyelik sürecinde gelinen aşamada ise, Türk tarımının Ortak Tarım Politikasına (OTP) uyumu büyük önem taşımaktadır. Çalışmada OTP ve yapısı, Türk tarımının OTP'ye uyumunda ne gibi sorunların söz konusu olduğu anlatıldı.Bu uyumun, tarımsal yapı ve politikalar kapsamındaki zorluğuna paralel olarak,nasıl bir üyelik sürecinin öngörüldüğü ve belli bir zamanın verilmemiş olması gibi belirsizlik içeren konularda uyumu zorlaştıran diğer unsurlardır. Agricultural sector still has a big potential and importance in Turkish economy. Since the agricultural policies have a large field of effectiveness in the economy, it forms an important part of the general economic and political strategies. Some fundamental transformations have been aimed at the Turkish Agricultural within the relations with International Money Fund (IMF) as a result of the great effects of the economic downturn experienced in the recent years. Replacement of the traditional supporting policies by the direct income support, speeding up the privatization efforts in agricultural sector, efforts on the restructuring process of the Unions of Agricultural Sales Cooperatives are the subject transformations. In this study, it has been tried to tell about what the effects of applications of agricultural policies projected by IMF would be in Turkey and in the world. When the direct support system is taken into consideration first, as of the first results, their expected positive effects couldn't be created enough. Complicance of the Turkish Agriculture to the Comman Agricultural Policy (CAP) at the presently achieved phase of the process toward membership to the Europen Union has a great importance. In the study, CAP, and its structure, type of issues in question on the compliance with the CAP have been explained. In parallell with the diffuculty of this compliance in the contents of the agricultural structure and policies, since the subject have uncertainties like that the membership process hasn't been projected and a certain date hasn't been given yet, these are other factors making the compliance diffucult.
