The moral economy of EU-Africa interregional relations : the case of regional integration in Africa

Abstract

Bu çalışma, AB’nin bölgesel bütünleşme söylemi ile Afrika ülkelerine yönelik ticaret ve kalkınma politikaları arasındaki etkileşimi ortaya koymayı amaçlamaktadır. Bu çalışmanın temel kaygısı, Afrika’da devam eden kalkınma ve bölgesel bütünleşme sorunları olup AB’nin neoliberal piyasa yönelimli politikalarının bu sorunlarda rol oynadığı varsayımından hareket etmektedir. Bu çalışma şu soruya yanıt bulmaya çalışmaktadır: AB’nin bölgesel bütünleşme söylemi, Afrika’ya yönelik ticaret politikasının Afrika’nın kalkınma ve bölgeselleşmesi üzerindeki etkisini gizlemeye nasıl hizmet etmektedir? Çalışma ilaveten bölgesel bütünleşme söylemi ile bölgelerarası ilişkilerde süregelen çıkmaz arasındaki bağıntıyı da araştırmaktadır. AB’nin Afrika ülkeleri ile ilişkilerinde sergilediği normatif gücü eleştirel olarak anlamak amacıyla Moral Ekonomi Yaklaşımını benimseyen ve bunu Tarihsel Söylem Yaklaşımı ile birleştiren bu çalışma, bölgesel bütünleşme normunun AB-Afrika bölgelerarası ilişkilerinin moral ekonomisi içerisinde toplumsal olarak inşası ve ardında yatan neoliberal ideolojinin yeniden üretimi süreçlerini incelemektedir. Çalışma bulguları AB’nin eşitsiz bir ilişkinin sürdürülmesini meşrulaştıracak şeklide “özel ilişki” söylemi içerisinde Afrika’yı bir bölge olarak inşa ettiğini ortaya koymuştur. Ayrıca AB’nin Afrika’nın bölgesel bütünleşmesine desteğinin altında Afrika’nın Avrupa piyasaları ile entegrasyonunu sağlamak yatarken bu entegrasyonu hızlandırmak amacıyla Ekonomik Ortaklık Anlaşmalarının müzakerelerine yönelik olarak Afrika’da alt-bölgesel grupların söylemsel bazda inşası da AB-Afrika ilişkilerinin moral ekonomisi içerisinde inşa edilen bölgesel bütünleşme normundan bir sapma teşkil etmektedir. Bu sapma Ekonomik Ortaklık Anlaşmalarının müzakerelerinde yaşanan direnç ve gecikmeleri moral ekonomi perspektifinden açıklayabilmektedir. AB tarafından bölgesel bütünleşme normunu yeniden şekillendirmek üzere benimsenen Pan-Afrika yaklaşımı söz konusu sorunları çözmek bir yana Afrika’daki bölgesel bütünleşme çabalarını daha da güçleştirmiştir.This study aims to reveal the interplay between the EU’s regional integration discourse and its trade and development policies towards African countries. The primary concern of this study is the ongoing development and regional integration problems in Africa, and it starts with the assumption that the EU’s neoliberal market-oriented policies have played a role in it. This study tries to find an answer to the question: how does the EU’s regional integration discourse obscure the impact of EU trade policy on the development of and regionalization in Africa? It also explores the correlation between regional integration discourse and the impasse in the current interregional relations. Adopting the Moral Economy Approach to critically understand the normative power of the EU in its relations with African countries, and combining it with the Discourse Historical Approach, this study analyzes the social construction of the regional integration norm within the moral economy of EU-Africa interregional relations and the reproduction of the neoliberal ideology behind it. The findings indicated that the EU has constructed African countries as a region within the “special relationship” discourse to justify maintaining an unequal relationship. While the main motive for the EU’s support to African regional integration was to ensure the integration of Africa with European markets, findings also showed that discursive construction of the sub-regions in Africa for the purpose of EPA negotiations to accelerate this integration constitutes a deviation from the regional integration norm constructed within the moral economy of the EU-Africa relations. This deviation could explain the resistance and delays encountered during the negotiations of EPAs from the moral economy perspective. The Pan-African approach adopted by the EU with the aim of reshaping the regional integration norm has been far from serving to overcome these problems and even further complicated the regional integration efforts in Africa.
