Türkiye’de kamu kesimi ekonomisi içindeki temel eğitim hizmetlerinin yeri ve önemi

Abstract

TÜRKİYE'DE KAMU KESİMİ EKONOMİSİ İÇİNDEKİ TEMEL EĞİTİM HİZMETLERİNİN YERİ VE ÖNEMİ Bu çalışmada, Türkiye'de temel eğitim hizmetlerinin kamu kesimi ekonomisi içindeki yeri ve önemi incelenmiştir. Çalışma üç bölümden oluşmaktadır. Çalışmanın ilk bölümünde, eğitim ve temel eğitim kavramları, eğitim hizmetlerinin özellikleri açıklanmaya çalışılmıştır. İkinci bölümde, ülkemizde 4306 sayılı yasayla yürürlüğe giren zorunlu temel eğitim diğer ülkelerle karşılaştırmalı olarak incelenmiştir. Üçüncü bölümde, Türk eğitim sisteminin genel yapısı incelenmiştir. Türk Milli Eğitim Sistemimiz kademeler açısından incelenmeye çalışılmış. 625 sayılı yasa ile ülkemizde eğitim vermeye başlayan özel eğitim kurumlarının Türk Milli Eğitim Sistemimizdeki yeri ve konumu diğer ülkelerle karşılaştırmalı olarak incelenmiştir. Türkiye'de temel eğitime ayrılan harcamalar, bu harcamaların finansmanı ve temel eğitime yapılan yatırımlar sayısal verilere dayandırılarak verilmeye çalışılmıştır. Bu çalışmanın sonucunda, Türkiye'de temel eğitim hizmetlerinin kamu kesimi tarafından sunulmasının en önemli nedeninin, temel eğitim bir vatandaşlık hakkı olması ve toplumu oluşturan tüm bireylere eşit ve adil olarak sunulmasının zorunlu olmasıdır. Gelir seviyesi ne olursa olsun herkese temel eğitimin verilmesi gereklidir. The work consists of three parts: in the first part of the study, I tried to express the concepts of education and elemantary education as well as the characteristics of educational services. In the second part of the study, there is an analyze of the compulsory elementary education that was accepted in our country with the Law4306 compared with the same type of education in other countries. In the third part the general structure of the Turkish education system was analyzed. I triedto explain the general structure of the Tyrkkish educational system from the point of view of degress. With Law 625 the place and location in the Turkish education system of private institutions that started to give educational services in our country have been studied and compared with the situation of the sama institutions in foreing countries. Expenses reserved to elementary education in Turkey, the financing of such expenses and the investments made for elementary institutions are based on numeric data and they have been given being supported by these data. At the end of this work it comes out that one of the main causes that elementary education services are provided by the public sector is the fact that elementary education is a civic right and that it must be given free to all the groups that form the society. Elementary education has to be given whatever the income level may be.
