Belediyelerde yönetim bilişim sistemleri

Abstract

Bu çalışmanın asıl amacı, yönetim bilişim sistemlerinin belediyelere uygulanmasını ele almaktır. Bunu yaparken önce yönetim bilişim sistemleri (YBS) hakkında bilgi verilmiştir. YBS'nin tanımı, gelişimi, gerekliliği, organizasyondaki yeri ve önemi anlatılmıştır. Ardından belediyelerin öğeleri ve görevleri hakkında kısa bilgiler verilmiştir. Daha sonra da YBS'nin belediyelere uygulanması açıklanmıştır. Bu amaçla Tuzla Belediyesi incelenmiş, sistem geliştirme süreci örneklerle gösterilmiştir. Bilişini sistemlerinin organizasyonu yeniden yapilandırabüeceği görülmüştür. YBS'nin modeli kurulmuş ve operasyon seviyesi sistemlerle ilişkisi gösterilmiştir. Yönetim bilişim sistemlerinin belediyelerde de niçin gerekli ve faydalı olduğu belirtilmiştir.

The main aim of this study is to examine how to implement management information systems in municipalities. To do this, first, we have given some information about management information systems (MIS). The definition, development, necessity of MIS, and its role and importance for organizations have been explained. Then, we have dealt with municipalities explaining their elements and duties. Finally, implementation of MIS in municipalities is described. For the study, Tuzla Municipality is exercised and system development process is shown with examples. We have seen that information technology could reorganize the organizations. The architecture of MIS is built and its relationship with transaction processing systems has been shown. Why management information systems are required and useful for municipalities has been clarified.
