Abstract
Türkiye AB’ ye giriş sürecinde; AB’ nin bölgesel gelişme ölçütlerine uyum doğrultusunda , ilk adım olarak 2002 yılında Bakanlar Kurulu kararı ile İstatistiki Bölge Birimlerinin Sınıflandırmasını kabul etmiştir. Düzey-2 kapsamında 26 bölgede Bölgesel Kalkınma Ajanslarının kurulmasını öngören 5449 sayılı kanun tasarısı 2006 yılında yasalaşmıştır. Bu kurumun temel amacı yasada da belirtildiği gibi; hizmetler vererek bölgedeki ekonomiyi canlandırmak, yerel dinamikleri harekete geçirmek, bölgesel yatırımları artırmak, bölge halkının kalkınmaya katılımını sağlamaktır. Bu bağlamda; Tezin başlıca amacı; yeni bölgeselleşme politikalarının ve kavramlarının Türkiye’nin yerel/ bölgesel gelişme politikalarına olan etkisi üzerinde durmak, bu değişimlerle gündeme gelen BKA’ların dayandığı kuramsal yaklaşımı ve BKA’ lara yönelik yapılan eleştirileri değerlendirmek olacaktır. lgesel Kalkınma Ajansları 2. In the period of accession to EU,Turkey accepted the Nomenclature of territorial units for statistics in 2002 as a first step in accordance with the harmonization of regional development criteria of EU.Governmnet bill numbered 5449 proposing the the foundation of 26 Regional development Agencies in 26 regions within the context of Level-2 became law in 2006. As cited in law, the main goal of this agency is reflating the economy by presenting services, evoking the local dynamis, increasing the regional investments, providing the participation of regional community to the development. In this context, the main aim of this thesis is to emphasize the effects of the concepts and policies of the new regionalism on Turkey’s local/ regional development policies; the theoretical approach on which RDAs, brought with these developments, rely on; to evaluate the RDA oriented criticism.
