Bölgesel kalkınmaya gelişme ekonomisi ve planlama açısından bir yaklaşım

Abstract

Bu çalışmada ekonomik sistemin değerlendirilmesi, bütünsel bir bakış açısı ile yapılmaya çalışılmıştır. Kapitalist sistemin temel kavramları neler olduğu ve bu kavramlar ile sistemin kendisini nasıl yeniden üretebildiği sorusu üzerinde durulmuş. Sistemin düştüğü çıkmazlardan nasıl bir yeniden yapılanma süreçleri ile çıkmaya çalıştığına değinilmiştir. Bu yeniden yapılanma çalışmalarının yarattığı değişimlerin dünya ekonomik sistemi üzerindeki ve ulusal ekonomiler üzerindeki etkileri incelenmeye çalışılmıştır. Meydana gelen değişimlerin mekana nasıl yansıdığı üzerinde durularak, sanayinin yer seçimi ve sermayenin yatırım kararlarında yerleşim alanları tercihlerinin yarattığı bölgeler arası eşitsiz gelişmeler vurgulanmıştır. Sistemin ortaya çıkardığı sonuç olan eşitsiz bölgesel gelişme üzerine, bölgesel kalkınma yazını alanında yapılan çalışmaların artması sonucu, bölgesel kalkınma için planlama gereği ortaya konmuş ve planlama açısından da bölgesel kalkınma ele alınmıştır.

In this thesis, the aim is to elaborate the economic system with a comprehensive point of view in regard to the questions of what the basic concepts of capitalist world system are and how the system itself reproduces. The emphasis is on the processes of reproduction and reconstruction that the system undertakes in order to overcome the crises it produces. The changes by these processes of reconstruction have some effects both on the global and national economies. Pointing on how these changes reflect to the space it is stressed at the same time on the regional unbalances that are caused by the decisions of industrial investment and settlement. There has been an increase in the studies of regional development as a consequence of unequal development created by the system itself. By this increase, there emerged a necessity of planning-projects of regional development. So, the regional development in this study is taken into consideration under the project of planning.
