Abstract
Operasyonel Risk, Denetim, Operasyonel Risk Denetimi ÖZET Operasyonel riskler, bankacılık tarihi kadar eski bir risk türü olmasına rağmen, son yıllarda bankacılık otoritelerinin ilgisini çekmeye başlamıştır. Gün geçtikçe katlanarak artan operasyonel risk zararlarına, denetim otoriteleri de yabancı kalmamıştır. Ulaştığımız noktada, bu riskler özel olarak incelenmeye başlanmış, yasa ve mevzuatlardaki yerini almıştır. Bu çalışmada, operasyonel risklere “risklerin ölçümü veya risk için sermaye hesaplanması” açılarından değil, “denetim” açısından yaklaşılmıştır. Çalışma kapsamında, anket tekniği kullanılarak, Türkiye’de faaliyet gösteren bankaların denetçileriyle, operasyonel risk bazlı denetimlerin tartışmalı noktalarının aydınlatılmasını amaçlayan bir araştırma yapılmıştır. Araştırma bulgularında, akademik çalışmaların, bankaların ve denetim otoritelerinin operasyonel risklere olan yaklaşımlarının eksik olduğu, “operasyonel riskler için sermaye hesaplanması” konusuna, sorunun tümü gibi yaklaşıldığı ortaya çıkmıştır. Operasyonel risk kayıplarına ilişkin problemin çözümünün, sermaye hesaplamakla çok bir ilgisinin bulunmadığı, bu risklerin engellenmesi için en etkili yolun, iç denetimin gelişmiş bir şekli olarak görebileceğimiz “operasyonel risk bazlı denetim” sistemi olduğu sonucu da çalışma kapsamında ortaya konulmuştur. Operational risks, a type of risk although as old as banking history, has started to be of interest for banking authorities. Auditing authorities also have not stayed unaware of the damages of operational risks, increasing incrementally day by day. At the point we have reached, these risks started to be analyzed specifically and found their relevant places in the law and legislations. In this study, operational risks were approached, not from the “measuring of risks or calculation of capital for risks” point of view, but from the perspective of “auditing”. By using the survey method within the scope of this study, a research was conducted with the auditors of the banks operating in Turkey under the purpose of enlightening the controversial points of risk based audits. It was revealed by the research findings that academic studies and the approaches of banks and auditing authorities to the operational risks were inadequate, and the issue of “calculation of capital for operational risks” was approached as if it is the entire problem itself. It is also set forth within the scope of the study that the solution to the problem related to the losses due to operational risk has little to do with capital calculation, and the most effective way to prevent such risks is the “operational risk based auditing”, which we can consider as an advanced form of internal audits.
