Publication: Azerbaycan'ın enerji politikasında doğalgazın rolü : TANAP Projesi örneği
Abstract
Enerji politikaları kamu politikalarının en önemli halkalarından birini oluşturmaktadır. Bu anlamda Azerbaycan Cumhuriyet’i yürüttüğü enerji politikaları kapsamında doğalgaz projeleri ile ekonomisini geliştirmekte ve uluslararası enerji piyasalarına entegre olmaktadır. Bu tez çalışmasında enerji politikalarının en önemli araçlarından biri olan doğalgaz politikaları üzerinden Azerbaycan enerji politikasında doğalgaz ve TANAP Projesi araştırma konusu yapılmış; Azerbaycan’da doğalgazın önemi; ekonomiye, istihdama, ticari faaliyete katkıları ve TANAP projesinin ülkenin enerji politikasında ve ekonomisi üzerinde etkileri araştırılmıştır.Bakü-Tiflis-Erzurum boru hattı ile başlayan doğalgaz sektöründeki gelişmeler TANAP projesi ile yeni bir boyut kazanmıştır. Bu boru hattı Azerbaycan Cumhuriyeti’nin enerji politikasında yeni bir adım olmuş ve doğalgaz sektöründe yeni bir dönemi başlatmıştır. Bu projeler ve anlaşmalarla doğalgaz üretimi ve ihracat hacmi, buna bağlı olarak ihracat gelirleri de artmıştır. TAP projesi sayesinde Avrupa ülkeleriyle ikili ilişkilerde gelişmeler yaşanmıştır. Bu gelişmelerin Avrupa ülkelerinin enerji arz güvenliğinin çeşitliliğine katkı sağlayacağı tahmin edilmektedir. TANAP Projesi sonucunda Azerbaycan, ilk defa doğalgaz kaynakları ile Avrupan’ın enerji piyasasına dahil olma şansı yakalamıştır. Bu gelişmeler bir taraftan Azerbaycan’ın ekonomisini güçlendirirken diğer taraftan ülkenin uluslararası alandaki politik ve ekonomik gücünün de artmasını sağlayacağı düşünülmektedir.

In this thesis, the Natural Gas and TANAP have been researched as subjects in Azerbaijan’s energy policy, which is one of the most important tools of energy policy; The importance of natural gas in Azerbaijan; contributions to the economy, employment, commercial activity and the effects of theTANAP project on the country's energy policy and the economy will be explored.Developments in the natural gas sector, which started with the Baku-Tbilisi-Erzurum pipeline, gained a new dimension within the TANAP project. This pipeline has been a new step in the direction of energy policy of the Republic of Azerbaijan and started a new era in the natural gas sector. With these projects and agreements, natural gas production and export volume increased, thereby increasing export revenues. With The TAP Project there have been developments in bilateral relations with European countries. These developments are expected to contribute to the diversity of energy supply security for European countries. As a result of the TANAP Project, Azerbaijan has the chance for the first time to be included in the European energy market with natural gas resources. It is thought that these developments will both boost the Azerbaijan economy, and increase the country's political and economic interest in the international arena.
