Bütçe hakkı perspektifinden bütçe saydamlığı ve demokrasi ilişkisi : seçili ülkeler kapsamında bir analiz

Abstract

Bütçe ve bütçe hakkı kavramları son yıllarda vatandaşlar ve hükümetler tarafından üzerinde durulması gereken iki önemli konu haline gelmiştir. Artan kamu harcamalarının bir sonucu olarak bütçe hakkı, kamu maliyesi literatüründe önemli bir konu olmaktadır. Bu açıdan toplum içinde yaşayan tüm vatandaşların, hazırlanan ve uygulanan bütçe hakkındaki düşüncelerini ifade ve bilgi talep etmeleri bütçe hakkına işaret etmektedir. Bütçe hakkı ise genellikle, demokrasi seviyesinin önemli bir noktaya ulaştığı ve saydam bir bütçe sürecini yürüten ülkelerde kötüye kullanılmadan uygulanabilmektedir. Bu bağlamda çalışmanın amacı, bütçe saydamlığı ve demokrasi arasındaki ilişkinin seviyesini ortaya çıkarmaktır. Çalışmada bütçe hakkı, bütçe saydamlığı ve demokrasi konuları literatürde yer alan teorilere dayandırılmış ve açıklanmıştır. Ardından Açık Bütçe Endeksi, Demokrasi Endeksi ve diğer bağımsız değişken verileri yardımıyla 81 ülke altı ayrı yıl regresyon analizine tabi tutulmuştur ve bütçe saydamlığı ile demokrasi arasında anlamlı ve pozitif ilişki bulunmuştur. Çalışmanın sonunda bu ilişkinin ölçümüne dair bulgular ve teorik açıklamalar sunulmuştur.

The concepts of budget and budget right have become two important issues that should be emphasized by citizens and governments in recent years. As a result of increasing public expenditures, budget right is an important topic in the public finance literature. From this point, the right of all citizens living in the society to express their thoughts and demand information about the prepared and implemented budget indicates the right to the budget. The budget right, on the other hand, can be used without being abused in countries where the level of democracy has reached an important point and which carries out a transparent budget process. In this context, the aim of the study is to reveal the level of the relationship between budget transparency and democracy. In the study, the budget right, budget transparency and democracy issues are based on the theories in the literature and explained. Then, with the help of Open Budget Index, Democracy Index and other independent variable data, 81 countries were subjected to regression analysis for six separate years and significant and positive relationship was found between budget transparency and democracy.. At the end of the study, findings and theoretical explanations about the measurement of this relationship are presented.
