Abstract

deal Pasaport Tanzim, Performans, Örgütsel Performans, Bilgi Teknolojileri, ICAO ÖZET Bu araştırmanın konusu bilgi teknolojilerinin örgütsel performansa etkisinin pasaport hizmetlerinde incelenmesidir. Çalışma üç bölümden oluşmaktadır. Birinci bölümde bilgi ile ilgili temel kavramlar, bilgi toplumuna geçiş, bilgi teknolojilerinin tanımı, kavramları, önemi, gelişimi ve amaçları hakkında bilgiler verilmiştir. İkinci bölümde kamu kurumlarında örgütsel performans, performans, bireysel ve örgütsel performans ve örgütsel performans kriterleri kavramları açıklanmaya çalışılmıştır. Üçüncü bölümde pasaport hizmetlerinde bilgi teknolojilerinin kullanılması ve örgütsel performansa etkisi incelenmeye çalışılmıştır. 2009 yılı içerisinde geçilmesi planlanan ICAO standartlarına uygun optik okuyucularda okunabilen pasaportlar ile 1985 yılından bu yana verilen pasaportların verilmesinde kullanılan bilgi teknolojilerinin karşılaştırılması amacıyla İstanbul Emniyet Müdürlüğü Pasaport Şube Müdürlüğünde inceleme yapılmış ve örgütsel performansa etkisi araştırılmıştır. Çalışmanın uygulama bölümünde çalışmanın evreni olan pasaport birimlerinde örgütsel performans kriterleri ve bilgi teknolojiler kullanımı sorgulanarak bilgi teknolojiler kullanımının, örgütlerin örgütsel performanslarına etkileri ortaya konularak genel bir değerlendirme ve yargıya ulaşılmaya çalışılmıştır. Sonuç kısmanda çalışmanın amacı doğrultusunda yapılan çalışmalar ve gözlemler neticesinde bilgi teknolojilerinin örgütsel performansa etkisi ile ilgili görüşler ve ideal bir pasaport hizmeti için önerilerimiz yer almaktadır. deal Passport arrangement, Performance, Organization Performance, information technology, ICAO

The topic of this research is reviewing the impact of information technology to organizational performance in passport services. The study consists of three chapters. In the first chapter; basic concepts related to information, transition to information society; the definition, concepts, importance, development and purposes of information technology are explained. In the second chapter; performance, organizational performance, individual and organizational performance, and organizational performance criteria are explained. In the third chapter; “Using information technology in the passport service and its impact on organizational performance” is examined. A research was conducted in Istanbul Police Department Passport Directory to compare readable passports in optical reader which meet ICAO standards and be applied by the year 2009, and information technology used in the passports given by Istanbul Police Department Passport Directory since 1985. In the implementation section of the study, an overall assessment and conclusion have been tried to reach by examining organizational performance criteria and the usage of information technology in the passport service where the environment of the study; and by putting forward the impact of the usage of information technology on organizational performance of those organizations. In conclusion chapter, there are remarks in line with purposes of the study and observations made in the impact of information technologies on organizational performance, and our proposals for an ideal passport service.
