Abstract

27 MAYIS İHTİLALİ’NDE KALKINMA TARTIŞMALARI Türkiye’de 1950’lerin ortasından 1963’lere kadar süren dönem içinde, ekonomisinde yapısal bir değişim dönemi yaşamıştır. Bu dönemde, tarımsal ürün ihracına ve toprağa bağlı bir ekonomiden, sanayi birikimini merkezine alan bir yapıya geçmiştir. Bu geçiş dönemi, siyasal ve ekonomik bir bunalım dönemiyle iç içe yaşanmıştır. 27 Mayıs askeri müdahalesi de sonuçlarıyla, sanayi egemenliğine bu geçişte dönüm noktası olacaktır. 27 Mayıs sonrası, sanayi birikimini hızlandıracak “Planlama Teşkilatı” gibi kurumlar, bu olağandışı dönemin ürünü olacaktır. Tezde asıl olarak bu dönüşüm ve yeniden yapılanma sürecine odaklanılıyor. Yeni kurumların oluşumunda, üretim sürecinde farklı aktörlerin ve toplumsal grupların bu dönüşüm üzerindeki etkileri çözümlenmeye çalışılıyor.

DEVELOPMENT DİSCUSSİONS DURİNG MAY 27TH REVOLUTİON A structral economic change took place in Turkey from mid 50’s till 1963. In this period, Turkish economy had been moved forward from an economy which depend on agricultural production and export to an economy which centeralize on industrial accumulation. This transition period had been lived with economic and political crisis. “May 27th Military Coup” ,with its consequences, is a turning point on this transation to industrial hegemony. The instutions ,which will accelerate the industrial accumulation such as State Planning Organization, would be a product of this extraordinary period. My thesis is focusing on mainly this transformation and re-structuring process. It is trying to analyze the effects of different actors in production process and social groups on the formation of new instutions
