Kayıt dışı istihdamın sosyal güvenlik sistemine etkisi

Abstract

Günümüzde kayıt dışı istihdam ve kayıt dışı ekonomi, gerek gelişmiş gerekse gelişmekte olan ülkelerin ekonomik sorunlarının başında gelmektedir. Kayıt dışı istihdam, sebepleri açısından, gelişmiş ve gelişmekte olan ülkelerin tümü için olumsuz etkileri bulunan sosyo-ekonomik bir sorundur. Mali kayıpların yanında kayıt dışı istihdam, haksız rekabet neticesinde oluşan olumsuz etkiler ve fakirlik ile toplumsal duruma zarar vermektedir. Kayıt dışı istihdam, kayıt altına alınmamış çalışan nüfus olarak tanımlanabilir. Ancak net olmayan veriler sebebiyle boyutları ve etkileri tam anlamıyla bilinemez. Buna karşın kayıt dışı istihdam oranı ekonomideki bazı nüfus ve istihdam verileri ile tahmin edilebilmektedir. Öncelikle, kayıt dışı istihdamın sebeplerinin tanımlanması, kayıt dışı istihdam probleminin önlenmesi için gereklidir. Bu amaçla çalışanlar ve işverenler arasındaki kayıt dışı istihdam probleminin temellerini anlamak için, toplumsal mutabakat elde edilmelidir. Ülkemizde sosyal güvenlik bilincinin geliştirilememesi ve hükümetlerin sosyal güvenlik kurumlarına ve konularına yönelik yanlış politikaların uygulanması sonucu çalışanlar, kayıt altında bulunan istihdam alanlarından, kayıt dışı alanlara yönelmektedirler. Bu sebeple ekonomideki kayıt dışı istihdam yüksek oranda artmaktadır. Stratejiler geliştirmek için sosyal diyaloğun kullanılması, kayıt altındaki istihdamı artırırken, kayıt dışı istihdamı azaltacaktır. Bu çalışma, kayıt dışı istihdamı ve sosyal güvenlik sistemi üzerindeki etkilerini açıklamayı amaçlamaktadır. Bu yüzden kayıt dışı istihdamın tanımı, sebepleri ve türleri, kayıt dışı istihdamı önleme politikaları ve sonuçları ile sosyal güvenlik sistemine etkileri araştırılmıştır. Ayrıca bu çalışma, Türkiye’deki kayıt dışı istihdamın sebeplerini ve etkilerini daha iyi anlamaya yardımcı olacaktır. Sonuç olarak, Türkiye’de kayıt dışı istihdam çok yaygındır. Tahminlere göre şehir merkezlerindeki üç kişiden biri, kırsal alanlardaki dört kişiden üçü, Türkiye’de kayıt altına alınamamaktadır. Kayıt dışı ekonomi ile mücadele, ülke ekonomisinin istikrarı açısından hayati önem arz etmektedir.

Nowadays, unregistered economy and unregistered employment take a leading part of most important economic problems to the developing and developed countries.The reasons of unregistered employment are a socio-economic problem that has negative effects for all the developed and developing countries.Morever, together with the fiscal losts unregistered employment can be caused to harm for social structure with unfair competition negative effects and poverty. Unregistered emloyment can be determined that hasn’t registered population of workers but for this unclear determination it couldn’t be known exactly. However rate of unregistered employment can be predicted from some information about rate of population and rate of employment in the economy. .In our country, couldn’t been improved of conscious of social security and effects of wrong goverment policies to the social security institutions have resulted that employers have been turning towards to the unregistered employment from the registered employment so that rate of unregistered employment have been increased excessively in the economy. Using improved social dialogue to develop strategies resulted increasing registered employment and reducing the prevalence of unregistered employment. This working aimed that caming out of unregistered employment and its effects on the social security system so determination , reasons and types of unregistered employment and with the policies to prevent of unregistered employment and its results and effects for social security system are researched. This working also contributes to better understanding of the causes and effects of unregistered employment in Turkey. To conclude, the fact that in Turkey, unregistered work is widespread. According to estimates, about one in three workers in urban areas and three in four in rural areas are not registered in Turkey. Fight against unregistered employment is curicial for turkish economic stability.
