TÜRK SOSYAL GÜVENLİK SİSTEMİ VE KAMU BÜTÇESİ İLİŞKİSİ (1994-2003) Bütün dünyada insanlar gereksinimlerini karşılamak ve beklenilmeyen durumların (hastalık, kaza, işsizlik, doğum, yaşlılık, ölüm) üstesinden gelebılmek için sosyal güvenlik sistemleri oluşturmuşlardır. Türkiye'deki sosyal güvenlik sisteminin durumu incelendiğinde ifade edeceğimiz sebeblerden dolayı kötü yönde etkilenmiştir. Bunlardan birincisi yıllar itibariyle yaşlı ve genç nufus oaranlarındaki değişmeler, İkinci nedeni gelir ve gider arasındaki dengesizlikler, Bir diğer nedeni ise, prim ödemelerinin yetersizliği ve eldeki kaynakların kötü yönetimi, bir diğer sebeb ise yaşanan ekonomik krizlerdir.Bu çalışmam da Devlet sosyal güvenlik sisteminin finansman açıklarını kamu bütöçesinden yapılan transferlerle gidermeye çalışmaktadır.Deletin bu davranışı kamu bütçesi içinde telafisi mümkün olmayan bir yük oluşturmaktadır. When condition of the social security system in Turkey is investigated it has been negatively affected because of the these reasons. The first one is change in old&young population ratio with the respect to time, the second one is unbalance between income&expenditure, another is that the paid premium is not enough and bad management of available sources as well as effects of economical crises. With this study, the governments have being tried to solve financial problems of social security system by the transferring of the public budget. And this behaviour of the government has created a burden in the public budget that can not be tolerated.
