Gelişmekte olan ülkelerde sanayileşme ve teknolojik gelişme olgusu, ekonomik büyüme/ refah arttırıcı unsurlar olarak önemle üzerinde durulması gereken konular arasında yeralmaktadır. Özellikle küreselleşme literatüründe “ulus-devletin” önemi sorgulanırken, gelişmekte olan ülkelerde teknolojik gelişme sorunsalı ve devletin rolünü araştırmak daha ilgi çekici hale gelmiştir. Çalışmada teknolojik gelişme olgusuna ilişkin kavramlar ve kuramlar, küreselleşme sürecinde gelişmekte olan ülkelerin teknolojinin akışı açısından konumlanışı incelenmiştir.
