Abstract

İhaleler incelenirken genel olarak ihale usulleri esas alınmaktadır. Ancak bir ihalenin konusuna göre hangi türde kaldığı usulü etkileyecek nitelikte önemlidir. Bu çalışmada ihalelerin konuya göre temel ayrımı esas alınarak ihale usullerine ve ilkelerine değinildikten sonra, ihale türleri ve özel olarak da hizmet alımı ihalesi ele alınacaktır.

While examining of auctions it is based on auction procedures generally. Howewer, according to the subject of the auction type is important, because it is effect procedures. In this study, auction types and specially service procurement auction will be examined on the basis of fundamental distinction of auctions according to the subject after mentioned auction procedures and principles.
