Sosyal güvenlik sistemine destek amaçlı tamamlayıcı sağlık sigortası modeli

Abstract

Tezimiz Türkiye' deki sosyal güvenlik sisteminin kalitesini arttırmaya yönelik ''Tamamlayıcı Sağlık Sigortasının'' modelini geliştirmekte ve tartışmaya açmaktadır. Bu amaçla dünyada ve Türkiye'de varolan sosyal güvenlik kavramı ve tarihçesi incelenmiştir. Ardından bugün Türkiye'de varolan Sosyal Güvenlik Kurumu; sistemi, sınırları ve sorunları incelenmiştir. Bu sorunlara bir cevap olarak tezin katkısı/ tavsiyesi olan Tamamlayıcı Sağlık Sigortası tanımı ve özellikleri anlatılmıştır.

The objective of the thesis is to increase the service quality provided by the social security system in Turkey and to improve the Supplementary Health Insurance model in order to decrease the cost pressure on the state.In addition, the study aims at initiating a discussion over the Supplementary Health Insurance. For this purpose, the social security concept available in the world and Turkey and its history have been examined. Following this examination, the current social security system in Turkey, its limits and problems have been analyzed. The overall thesis explains the definition and feaures of the Supplementary Health Insurance.
