Avrupa Birliği istihdam politikaları ve Türkiye’nin avrupa birliği emek piyasasına uyumu

Abstract

AVRUPA BİRLİĞİ İSTİHDAM POLİTİKALARI VE TÜRKİYE’NİN AVRUPA BİRLİĞİ EMEK PİYASASI’NA UYUMU İşsizlik, Helsinki Zirvesi ile Avrupa Birliği’ne aday olan Türkiye’nin uyum çalışmaları içerisinde çözmesi gereken en önemli sosyal ve ekonomik sorunlarından biridir. AB’ye üyelik sürecinde Türkiye’den beklenen Avrupa İstihdam Stratejisi ile uyumlu bir istihdam oluşturması ve işgücü piyasası niteliklerinin Avrupa Birliği kriterlerine yakınlaştırılmasıdır. Bu çalışmanın hedefi tarihsel bir bakış açısıyla AB ile Türkiye’nin işgücü piyasalarındaki gelişimlerinin incelenmesi neticesinde niceliksel ve niteliksel farklılıkların ortaya konulması ve bu çerçevede Türkiye’nin AB işgücü piyasasına uyum sürecinde yolun neresinde olduğunun saptanmasıdır.

THE EMPLOYMENT POLICY OF THE EUROPEAN UNION AND THE CONVERGENCE OF TURKEY TO THE LABOUR MARKET OF THE EUROPEAN UNION Unemployment is one of the most important social and economic problem that Turkey has to solve during the adjustment process after gaining a candidate status at Helsinki Summit. Establishing an employment program which is in coordination with the European Employment Strategy and imitating the quality of the labour force to the European Union criteria are expected from Turkey within its membership process. The purpose of this work is to analyse the development of the labour force market of the EU and Turkey in a historical perspective for the aim of introducing quantitative and qualitative differences and emphasise Turkey’s position on the way of adjustment process to the EU labour force market.
