Publication: Miller’in yaşayan sistemler kuramı çerçevesinde Türkiye’de yerel yönetimlerin kurumsal yapısı : Gaziantep Büyükşehir Belediyesi örneği
Abstract
Son yarım yüzyılda üzerinde giderek daha fazla yayın yapılan Sistem Yaklaşımı, bilim insanlarından kişisel gelişim uzmanlarına birçok düşünürün ilgi gösterdiği bir konu haline gelmiştir. Kökleri Ludwig von Bertalanffy’in 1951 yılında Felsefe Topluluğu 47.Sempozyumunda sunduğu daha sonra (1968) “Genel Sistem Teorisi: Temeller, Gelişme, Uygulama” ismi ile yayınladığı eserine dayanan bu yaklaşım, James Grier Miller’in (1978) “Yaşayan Sistemler” kitabıyla sosyal sistemlerin yapı ve süreçlerini de kapsayacak şekilde detaylandırılmıştır. Duyulan ilgiye karşın örgütlerin kurumsal yapılarını sistem yaklaşımıyla değerlendiren araştırmaların sayısı sınırlı kalmıştır. Bu çalışmada Miller’in (1978) Yaşayan Sistemler Kuramı (YASK) çerçevesinde Gaziantep Büyükşehir Belediyesinin (GBB) kurumsal yapısı incelenmiştir. İnceleme sırasında GBB’nin idari birim yönetmeliklerini oluşturan 1344 madde ile YASK’ın öne sürdüğü sistem fonksiyonları eşleştirilmiştir.
The systems approach which has been increasingly published in the last half of the century has become a topic of interest for many intellectuals from scientists to personal development experts. Rooting from Bertalanffy’s presentation in the 47th Symposium of Philosophical Community in 1951 and later published as (1968) “General Systems Theory: Foundations, Development, Applications”, James Grier Miller’s (1978) book “Living System” has detailed the approach, incorporating the structure and processes of social systems. Despite the interest, the number of research elaborating organizations' corporate structures with the systems approach is limited. In this study, Gaziantep Metropolitan Municipality’s corporate structure has been analyzed within the framework of Miller’s (1978) Living Systems Theory. During the analysis, 1344 articles from the regulations of the municipality’s administrative units were matched with the functions stated in the Living Systems Theory.
