KÜRESELLEŞME, SOSYAL POLİTİKA ALANINDA YAŞANAN DÖNÜŞÜM VE TÜRKİYE'NİN REFAH REJİMİNİ KARMAŞIK NİTELİĞİ Sanayi Devrimi ile birlikte temel ekonomik sistem durumuna dönüşen kapitalizmle birlikte işçi sınıfı doğmuştur. Vahşi kapitalizm olarak tarihe geçen bu yıllarda insanlık dışı koşullarda çalıştırılan ve yaşamaya zorlanan işçi sınıfının tepkisi zamanla sistemi tehdit etmeye başlamış ve bu durum sosyal politikanın doğuşuna yol açmıştır. Ekonomik yönden güçsüz olan sınıfların korunmasına yönelik önlemler olarak tanımlayabileceğimiz sosyal politikanın kapsamı ve sosyal soruna getirdiği çözüm, hakim iktisat paradigması ile sınıfsal güç ilişkilerine göre zaman içinde farklılaşmıştır. II. Dünya Savaşı sonrasında sosyal refah devleti ile en geniş kapsama ulaşan sosyal politika uygulamaları, 1980'li yıllarla birlikte yaşanan küreselleşme süreci ile birlikte köklü dönüşüme uğramıştır. Küreselleşme Türkiye'yi de derinden etkilemiştir. Türkiye'nin refah rejimindeki muhafazakarlık eğilimleri küreselleşmeyle birlikte daha da hızlanmıştır. Sosyal korumanın sağlanmasında aile, cemaat gibi geleneksel dayanışma kurumlarının rolü daha da artmakta, enformelleşmenin derecesi yükselmektedir. Modern dönemin formel istihdamı temel alan sosyal politikaları, giderek muhafazakarlaşan bir refah rejiminde artık geçerli değildir. Bu durumu kabul eden, yeni koşullara uyum sağlayan, insan onuruna yakışan sosyal yurttaşlık haklarını içeren yeni sosyal politikalar bir gereksinimdir, önümüzdeki yılların da bu arayışla geçeceği kesindir. In the early phases of capitalist development, workers were forced to live and work under inhumane conditions. Their reaction to this situation has started to threaten the capitalist system and has given rise to social policy as a solution. The scope of the social policy, which can be defined as a collection of measures to protect the rights of economically weak classes, and the proposed social policy solutions has evolved by the time, depending on the dominant economic paradigm and power balance between social classes. Social policy practices have reached their most extended scope by the welfare state after the Second World War. The globalization has radically changed this picture. The globalization has deeply affected the conditions in Turkey, too. The tendency of conservativism in Turkish welfare regime has accelerated. In the process of providing a basic level of social security, the role of the traditional institutions of solidarity, such as family and community, are gaining a more extensive role, and the informal sector keeps on growing. The social policy of the modern era, which has been based on the formal employment, is not valid anymore in a welfare regime that becomes more and more conservative. It is an urgent need to develop a new social policy that perceives these new conditions and adapts itself as required, and at the same time provides a basic level of social citizenship rights. It is for sure that the following years will be dominated by the search for these new policies.
