Publication: Joseph Nye’ın perspektifinden Türkiye’nin Balkanlardaki etkisi : Arnavutluk örneği
Abstract
Bu çalışmanın amacı Türkiye’nin kendi yumuşak güç potansiyeline katkı sağlayan kültürel zenginlikleri incelemek ve bu bağlamda kullanılan dış politika enstrümanlarının Balkan coğrafyasında Türk dış politikasına nasıl katkı sağladığını yumuşak güç kavramını literatüre kazandıran Joseph S. Nye’ın perspektifinden açıklamaktır. Günümüz dünyasında devletler, yumuşak güç faktörlerinin uluslararası ilişkilerdeki yerini ve önemini daha fazla dikkate alarak etkinliklerini arttırma girişiminde bulunmaktadırlar. Türkiye de bu ülkeler gibi yumuşak güç unsurunu kendi lehine, getirilerini arttırmak için Balkan bölgesinde kullanmaktadır. Uluslararası ilişkiler disiplininde sıkça bahsedilen yumuşak güç kavramı bu çalışmada Türkiye’nin sahip olduğu tarihsel ve kültürel birikimiyle mevcut unsurları ve potansiyeli göz önüne alarak çalışılmıştır. Dolayısıyla dış politikada Balkan bölgesine yönelik ve çalışmaya örnek olarak verilen Arnavutluk’ta hangi koşullarda kullanılabileceği incelenmiştir. Çalışmada 2003-2020 yılları arasındaki değişimler ve bölgesel gelişimler ışığında Türkiye’nin Arnavutluk’a yönelik yumuşak güç faaliyetleri nitel araştırma yöntemleri kullanılarak incelenmiştir.
The aim of this study is to analyze the cultural richness which contributes to Turkey’s soft power concepts and explain how Turkish foreign policy instruments have contributed to it’s soft power in Balkan region thanks to the literature used by Joseph S. Nye, who used soft power concept first. In today's world, states are attempting to increase their effectiveness by taking into account the importance of soft power factors in international relations. Turkey also uses the soft power elements such as countries in the Balkan region in order to increase benefits on their favor in return. In this study, soft power concept, which has been frequently mentioned in international relations dicipline has been studied with the help of Turkey’s historical and cultural heritage with the existing elements and its potential. In this way, it has also been analyzed in what circumstances it is going to be used in foreign policy as in the example of Albania. In the study, the variations between the years 2003-2020 were analyzed in the light of Turkey's soft power in regional development activities for Albania using qualitative research methods.
