Türk belediyeciliğinin modernleşme sürecinde Osmanlı tecrübesi

Abstract

Osmanlı Devletinde, klasik dönemden devletin yıkılışına kadar geçen süre içerisinde yerel hizmetlerin sunumuna önem verilmiştir. Klasik dönemde yerel hizmetler kamu otoriteleri ve kamu dışı otoriteler ile gerçekleştirilirken özellikle Tanzimat’ın ilanında sonra modernleşmeye gidilerek yeni kurumlar oluşturulmuştur. Özellikle 19. yüzyıl Osmanlı Devleti için oldukça önemlidir. Birçok düzenleme, nizamname, talimatname ve yönetmelikler bu dönemde yayınlanmıştır. Bu düzenlemeler ile amaçlanan hususlardan birisi de vilayet idaresinin özümsenmesinde yaşanan sorunların giderilmesiydi.Osmanlı Devletinin son döneminde modern yönetim anlayışına uygun olarak devletin yeniden yapılanmasına yönelik gerçekleştirilen reform hareketleriyle taşra teşkilatının ve yerel kamusal mal ve hizmetlerin sunumunun yeniden düzenlenmesi sağlanmaya çalışılmıştır. Gerçekleştirilen reform hareketlerinin yeterli olmaması, reform hareketlerinde istenilen başarının gerçekleşmemesi ve bazı olumsuz siyasi gelişmeler nedeniyle taşra idaresinde ve yerel yönetim yapılanmasında yeniden kapsamlı bir dönüşüm zorunlu hale gelmiştir. Bu bağlamda bu çalışmada ilk olarak Osmanlı Devletinin modernleşme gayretleri içerisine girmeden önce yerel hizmetlerin nasıl sağlandığı üzerinde durulmuştur. Akabinde modernleşme dalgası ve bu dalgayı oluşturan etmenler ile ilk olarak modernleşmeye ilişkin atılan adımlar üzerinde durulmuştur. Son olarak Tanzimat’tan sonraki modernleşme çabaları içerisinde gerçekleştirilen düzenlemelerle ortaya çıkan yeni yönetim anlayışının neleri değiştirdiğine, hangi kurumların işlevini yitirdiğine ve işlevini yitiren kurumların yerlerine hangi kurumların oluşturulduğuna değinilmiştir.Arşiv araştırması, içerik ve literatür analizi yapılarak hazırlanan bu çalışmada Batı’da sosyolojik ve siyasal düzlemde ortaya çıkan gelişmeler ışığında gelişen yerel yönetim anlayışının, Osmanlı Devletinde reformcu bir anlayış ile hukuki yol güdülerek çözülmeye çalışılmasının, yapılan reformlardan beklenilen sonuçların alınmasını engellediği sonucuna ulaşılmıştır.

Local governments were given importance from the classical period to the collapse of the state in the Ottoman State. In the classical period, especially with the declaration of Tanzimat, new institutions were developed and created with modernization. while local government services were being carried out with public and non-public authorities. Mainly, the 19th century is so crucial for Ottoman State. Many regulations, the document of constitution, ordinance, and standing orders were published in this period. One of the issues that were aimed at these arrangements was to eliminate the problems which were experienced in the administration. İt was attempted to reorganize the provincial organization and the presentation of local public goods and services with the reform movements that carried out for the restructuring of the state by the modern administration approach in the last period of the Ottoman State. Due to the inadequate reform movements that were realized, the desired success in reform movements, and particular adverse political developments, a comprehensive transformation has become imperative in the provincial administration and the local government structure. In this context, this research first focused on how local services were provided before the modernization efforts of the Ottoman Empire. Subsequently, the wave of modernization and the factors that make up this wave and the steps taken towards modernization were firstly emphasized.Finally, the new management approach that emerged with the modernization arrangements after Tanzimat has changed what changed, which institutions have lost their functions, and which institutions have been created in places of the institutions that have lost their function. In this study, which was prepared by conducting archive research, content and literature analysis, it was concluded that attempting to solve the understanding of local government, which developed in the light of the developments occurring in the sociological and political plane in the West, by pursuing a legal way with a reformist approach in the Ottoman State, prevented the expected results from being achieved.
