Avrupa Birliği’ne uyum sürecinde Türkiye’de mesleki ve teknik eğitim

Abstract

AVRUPA BİRLİĞİ’NE UYUM SÜRECİNDE TÜRKİYE’DE MESLEKİ VE TEKNİK EĞİTİM Bilginin ve rekabet gücünün ön plana çıktığı günümüzde vasıflı işgücüne duyulan ihtiyacın artması, eğitimin işgücü piyasasına göre yeniden düzenlenmesini gündeme getirmiş ve özellikle mesleki ve teknik eğitimin tekrar önem kazanmaya başlamasına sebep olmuştur. Mesleki ve teknik eğitimin önem kazanmasıyla Avrupa Birliği, bu alanda ortak Avrupa araçları oluşturarak belli bir standarda sahip mesleki ve teknik eğitimin oluşturulmasını ve AB içinde bu standartların benimsenmesini öngörmüştür. Uluslararası alanda yaşananların Türkiye’ye de yansıması olmuştur. Türkiye Avrupa Birliği’ne uyum önceliğiyle mesleki ve teknik eğitim alanında yasal ve kurumsal düzenlemelere gitmiştir. Uluslararası ve ulusal sermayenin talepleri doğrultusunda mesleki ve teknik eğitimi yeniden yapılandırma sürecine girmiştir. Bu çalışma, mesleki ve teknik eğitim alanının Avrupa Birliği’ne uyum sürecinde Türkiye’deki uygulamaları ele almaktadır. Uyum çalışmalarının, sermayenin amaçları ve istekleri doğrultusunda yürütüldüğü ve mesleki eğitimin sorunlarının çözümüne odaklı projelerin üretilmediği görülmüştür.

VOCATIONAL EDUCATION IN TURKEY IN THE ADAPTATION PROCESS OF EUROPEAN UNION Nowadays, as information and competitiveness become more and more important, the need for the qualified labour force increases as well. Thus the education system has to be rearranged according to labour force market and particularly the vocational education has begun to regain importance. With regard to this importance, European Union has foreseen to constitute standardized vocational education with European instruments and to accept these standards in EU. The reflection of the developments of international areas is seen in Turkey as well. Turkey has made arrangements in legal and institutional areas of vocational education with the priority of adaptation to the European Union. The reconstruction of vocational education has begun with regards to international and national capitals’ demands. In this study, Turkey applications in vocational education area in the adaptation to EU process are discussed. It is seen that the adaptation process is conducted due to the capital’s aims and demands and that the projects that focus to solve the vocational education’s problems are not developed.
