Publication: Özelleştirmenin ekonomi politiği
Abstract
Bu makalede dünya ekonomisinin son çeyrek yüzyıldır gündemde oldukça önemli bir yer tutan özelleştirme konusu ele alınmaktadır. Özelleştirmenin gerek sanayileşmiş gerekse de azgelişmiş ülkelerde giderek yaygınlaştırılmaya çalışılan bir ciddi neoliberal iktisat politikasından biri olduğu vurgulanmakta ve bunun tarihsel olarak toplumda hangi güç unsurunun gereksinimlerinin ürünü olarak ortaya çıktığı sergilenmektedir. Dünya ekonomisinin giderek derinleşen bunalımından çıkış arayışları sermayeyi yeniden yapılanmaya sevketmiştir. Bunun yollarından biri sermayenin özellikle azgelişmiş ülkeler başta olmak üzere bir çok ülkede kamu mülkiyetindeki iktisadi kuruluşları kendine yeni kar alanları yaratmak üzere tasfiye etmesidir. Özelleştirmenin öne sürülen gerekçeleri ile uygulamadaki sonuçlarının birbirlerinden tamamen farklılaşması, sermayenin öznel çıkarları için giriştiği saldırı karşısında geniş toplumsal kesimlerin nesnel çıkarları peşinde mücadele edebilmeleri için önemli bir bilinçlilik zemini oluşturmaktadır.
In this paper the privatisation affair which lies at the top of the agenda of the world economy since Eighties is dicussed. It is stressed that priivatisation is one of the widely used neo-liberal economic policies both in the industrialised and developing countries and it is showed that from a historical view point it appears as a product of the requirements of a specific interest group in the society: owners of the means of production. The needs of capital for finding ways out of the deepening crisis of the world economy led it to attempt for restructuring. One of the solutions for the restructuring is to eliminate or to conquer the economic activities realised by organisations in public ownership in order to gain new profit areas especially in developing countries. Recogni-sing the difference between the reasons put forward before and its results after privatisation can lead many working people to struggle on a conciousness ground for their objective interests against the attack of capital in its subjective interest.
