Publication: Devletin kalkınma politikaları içindeki rolü ve kapsayıcı kalkınma
Abstract
Kapsayıcı kalkınma kavramı, geleneksel kalkınma politikalarının veküreselleşmenin başarısız olması sonucunda ortaya çıkmıştır. 1990’lı yıllarda, dünyadayoksulluğun ve gelir dağılımında eşitsizliğin artması sonucunda, kapsayıcı kalkınmakavramı, dünya ekonomi ve siyasi gündemine dâhil olmuştur. Kapsayıcı kalkınmaanlayışı, devletin kalkınmayı kapsayıcı hale getirmek için gerekli müdahaleleriyapmasını öngörmektedir. Bu çalışmada, kapsayıcı kalkınma yalnızca ekonomik açıdandeğil, aynı zamanda insani, kurumsal ve sosyal yönleriyle birlikte incelenmiştir. Bubağlamda, kapsayıcı kalkınma açısından çeşitli seviyelerde bulunan üç ülke incelenmişve bu ülkeler Türkiye ile karşılaştırılmıştır. Bu karşılaştırma ile Türkiye’nin kapsayıcıkalkınma konusundaki seviyesi incelenmiştir. Kapsayıcı kalkınma konusunda yapmasıgerekenler belirtilmiştir.
The concept of inclusive development emerged as a result of the failure oftraditional development policies and globalization. In the 1990s, as a result ofincreasing poverty and inequality in income distribution in the world, the concept ofinclusive development was included in the world economic and political agenda. Theconcept of inclusive development requires that the state take the necessary interventionsto make development inclusive. In this study, inclusive development is examined notonly in economic terms but also in human, institutional and social aspects. In thiscontext, the three countries that has various levels were examined in terms of inclusivedevelopment were compared with Turkey. With this comparison, on Turkey's level ofinclusive development were examined. What needs to be done in terms of inclusivedevelopment is indicated.
