Publication: Cumhuriyet kuramı ve Türkiye Cumhuriyeti modeli
Abstract
Bu çalışmada, cumhuriyet kavramının kuramsal boyutu ve elde edilen bulgular çerçevesinde Türkiyede nasıl bir cumhuriyetçi siyasal yapının kurulmuş olduğu belirlenmektedir. İncelemenin sonunda özgürlük ve yurttaşlık ekseninde izi sürülen cumhuriyet kavramının ikili anlamına ulaşılmaktadır: Geniş anlamda bir siyaset tarzı olarak anlaşılması halinde cumhuriyet, sahip olduğu farklı birey ve özgürlük anlayışlarıyla, aynı zamanda demokrasinin karşıtı olarak belirir. Dar anlamda cumhuriyetten ise, yalnızca monarşi karşıtlığı anlaşılmaktadır. Türkiye Cumhuriyeti modelinde ise, cumhuriyet ve demokrasi birbirini bütünleyen bir yapı içerisinde ortaya konmuştur. Bu yapıda cumhuriyet, devlet yönetiminin şekli yönünü belirlerken; demokrasi, bu yönetim şekline egemen ilkelerin temsilcisi olarak görülmüştür.
This paper sets out the theoretical substance of republic concept and on the basis of inferences the report reaches, identifies the type of establishment of the republican political structure in Turkey. The analysis draws on the double meaning of the republic concept, the content of which was looked at within the context of liberty and citizenship: In a broader context of a political form, republic appears to be against democracy due to its different individual and liberty understandings. In a narrow meaning of republic, on the other hand, it transpires to a non-monarchic state. In the case of the model Turkish republic, however, republic and democracy has been the two interwined concepts completing each other. In this struıcture, although republic determines the formal side of the state administration, democracy serves to be the representative side of the set of principles governing this administration.
