Publication: Gelişmiş ülkelerdeki bankacılık gözetimi sistemleri ışığında KKTC’deki mevcut sistemin incelenmesi ve ileriye yönelik bir modelin geliştirilmesi
Abstract
Çalismada gelismis ülkelerdeki bankacilik sistemlerinin temel denetim ve gözetim uygulamalarinin teorik altyapilari incelenerek denetim ve gözetime olan gereklilik ortaya konmustur. Bununla birlikte denetim ve diger sosyal ve ekonomik (örnegin ahlaki degerler, makro ekonomi v.s.) kavramlar arasindaki iliskiler irdelenmistir. Daha sonra denetim ve gözetim kurumlari incelenerek bunlarin üstlenebilecegi görevler analiz edilmis ve ayrica uluslararasi mukayeselere de yer verimistir. Bu uluslararasi mukayeselerin yanisira bu alanda olusan uluslararasi standartlar da BIS kaynaklarindan derlenerek çalismaya dahil edilmistir. Bu teorik altyapidan sonra KKTC' nin bankacilik sektörü incelenerek denetim ve gözetimin etkinligi analiz edilmis ve KKTC için Orta Ölçekli Bankalar analiz edilerek bir gözetim modeli olarak CAMEL Derecelendirme Sistemi uygulamasina yer verilmis ve bu yöntem bilimsel olarak test edilmistir.
The work includes theorethical foundations of the basic supervisory and regulatory applications as well as the need for supervision within the developed countries' perspectives. The relationship between regulation and other social and economic concepts are also developed (i.e. ethical dimensions in banking regulations, macroeconomic variables).The main regulatory and supervisory authorities are also analysed and their roles are emphasized in the banking systems. International comparisons of the regulatory authorities are also revieved with the new international rules that are developed by BIS for supervision. In the empirical part of the study, TRNC' s regulatory and supervisory structure is analysed to higlight the effectiveness of the current supervisory applications. CAMEL Rating System is presented and applied for medium sized banks as a supervisory tool. In the final part CAMEL groupings are scientifically tested and this system is proposed as more effective supervisory tool.
