Türkiye’nin kalkınma sürecinde bir aktör olarak Devlet Planlama Teşkilatı

Abstract

Bu çalışmanın amacı, Devlet Planlama Teşkilatı'nın Türkiye'nin kalkınma sürecinde bir aktör olarak değerlendirilip değerlendirilemeyeceğinin ortaya konulmasıdır. Bu amaç doğrultusunda çalışmada kullanılan yöntem, ilgili dönemlere ait gazete ve dergi taraması ile 1960'lardan bugüne DPT'de görev yapmış ve halen görev yapmakta olan, ayrıca görev yaptıkları dönemle ilgili temsil kabiliyeti olduğu düşünülen plancılarla mülakatlar yapılması şeklindedir. Bu bağlamda çalışmanın ana sorunsalı, sermaye birikim süreci temel alınarak, DPT'nin kurum tarihi çerçevesinde ele alınmıştır. Çalışmanın sonucunda ise, siyasal iktidarlar, özel sektör ve sermaye birikim süreci açısından DPT'nin aktörlük misyonunu yerine getirdiği, ancak Yön çizgisi ve ilk plancılar açısından bir aktör olarak değerlendirilemeyeceği görülmüştür. The aim of this study is to show that whether the State Planning Organization has an active role as an actor in development process of Turkey. With this aim, (a) Printed materials such as newspapers and periodicals have been searched, and (b) Face to face interviews have been made with the eight planning expert and the officials since the 1960's. The core of the study is examining the establishment history of the State Planning Organization, with the base of capital accumulation process. According to the results of the study; (a) SPO has been accepted as an actor in Turkey's development process by the private sector, governing political elite and capital accumulation process. (b) On the other hand, the journal of Yön writers and the First Planning Experts did not agree that SPO was an actor.
