Kâtip Seyyid Mehmet Nuri Efendi’nin eytâm sicillerine göre Osmanlılarda yetim mallarının idaresi

Abstract

Osmanlı Devleti'nin yetimlerin mallarının himayesi ve işletilmesi için kurmuş olduğu Emvâl-i Eytâm İdaresi ve bir emvâl-i eytâm kâtibi olan Seyyid Mehmet Nuri Efendi'nin kaydetmiş olduğu iki sicil konu alınmıştır. Emvâl-i Eytâm İdaresi ile ilgili birincil kaynaklar ve bu zamana kadar yapılmış tez ve makaleler kısaca tanıtılmış ve idarenin yapısı ve işleyişinin daha iyi anlaşılabilmesi için gerekli kavramlar açıklanmıştır.İslam'ın ortaya çıkışından Osmanlı Devleti'ne gelinceye kadar yetimler için yapılanlara kısaca değinilmiştir. Osmanlı dönemi ise klasik dönem ve Emvâl-i Eytâm İdaresi'nin kuruluşundan sonraki dönem olarak ikiye ayrılmış, yetimlerin nasıl himaye edildiği ve emvâl-i eytâm hakkında ne tür işlemler yapıldığı ve yetimlere yönelik hangi kurumların oluşturulduğu genel bir incelemeye tabi tutulmuştur.Emvâl-i Eytâm İdaresi'nin tarihi süreci, kuruluşu, yapısı ve işleyişi nizamnameler temelinde ele alınmış olup eytâmla ilgili nizamnameler tarih sırasıyla tanıtılmış, Emvâl-i Eytâm İdaresi'nde bir kâtibin sicile kayıt şekli ayrıntılı olarak incelenmiştir. Kâtip Seyyid Mehmet Nuri Efendi hakkında bilgiler verilmiş ve Seyyid Mehmet Nuri Efendi'nin tutmuş olduğu iki sicilde bulunan mûris, yetimler ve emvâl-i eytâm kayıtları grafik ve tablolar eşliğinde ayrıntılı olarak analiz edilmiştir.

I examine the Management of the Orphans' Properties (Amwal-i Aytām Idaresi), an institution in the Ottoman State and two registers by Seyyid Mehmet Nuri Efendi, a registrar of amwāl-i aytām.I discuss the purpose and the scope of the thesis, and briefly provide a literature review of primary sources, theses, and articles pertaining to the Management of the Orphans' Properties (MOP)and I also explain some necessary terms for better understanding the structure of the management and its operation. I give a brief historical context of the orphans, their status and protection in the history of Islam. I discuss some initiatives and practices from the advent of Islam to the Ottoman State. As for the Ottoman era, I divide it into two periods: classical and the post- Aytām Idaresi period starting with its establishment. In this part, I also provide a general review of how the orphans were protected, what sorts of projects were developed about amwāl-i aytām, and which institutions were established throug
