Abstract
ULUSLARARASI TİCARET VE ÇALIŞMA STANDARTLARI İletişim ve iletişim araçlarındaki gelişmelere bağlı olarak uluslararası boyutta gelişen ve karmaşık bir yapıya bürünen uluslararası ticaret, sermaye ve mal piyasasındaki serbestleşme eğilimleriyle hız kazanmıştır. Uluslararası ticaretteki artış ve küresel sermayedeki hareketlilik gelişmekte olan ülkelerin faktör donanım avantajlarıyla birleşerek yeni üretim ilişkilerinin ortaya çıkmasına neden olmuştur. Bu noktada gelişmekte olan ülkelerin mukayeseli üstünlüğünün ucuz işgücü ya da temel çalışma standartlarına sahip olmamasıyla bir avantaja dönüştüğü varsayımıyla uluslararası ticaret ve çalışma standartları arasında bağ kuran ve karşı çıkan yaklaşımlar ortaya konulmaktadır. Bu çalışmada uluslararası ticaretin serbestleşmesi ve bölgesel ekonomik birleşmeler bağlamında temel çalışma standartlarına bakış açısını ve küresel düzeyde çalışma standartlarının denetim ve uygulanmasının olası sonuçları üzerine değerlendirmeler incelenmeye çalışılmıştır.
INTERNATIONAL TRADE AND LABOUR STANDARDS Along with the improvements in communication and communication devices, international trade which expanded on an international basis and became more complicated, gained speed by the liberalization trends in capital and asset market. The rise in international trade and the mobility in global capital, by combining with the factor endowment ofe the developing countries, caused new production relations to emerge. At this point; approaches which correlate international trade and labour standarts with the hypothesis that the comparative superiority of the developing countries transfrom into an advantage due to not having cheap labour or core labour standards, and which oppose it, are stated. In this study, reviews upon the liberalization of international trade, its angle of view to the core labour standarts in the context of regional economic integrations, and the possible consequences of the auditing and execution of working standarts in global extent, are explicated.
