Çok kriterli karar verme teknikleri ile TARSİM özelinde bir uygulama

Abstract

maç: Tarım sektöründe oluşabilecek olumsuzlukların telafi edilebilmesi noktasında önemli bir konumda olan Tarım Sigortaları Havuzunun (TARSİM) 2011-2020 döneminde sergilediği performansın çok kriterli karar verme yöntemleri ile analiz edilmesi amaçlanmıştır. Yöntem: TARSİM’in 2011-2020 döneminde gösterdiği performans, SD ve ARAS yöntemlerinden faydalanılarak sıralanmıştır. Bulgular: Uygulama neticesinde TARSİM açısından en başarılı yılın 2020, en düşük başarıya sahip olduğu yılın ise 2014 olduğu ortaya çıkmıştır. Sonuç ve Katkılar: Çalışmada SD ve ARAS yöntemleri kullanılarak TARSİM’in 10 yıllık süreçteki performansı ele alınmıştır. Sınırlılıklar: Çalışmada kriterlerin ağırlıklandırılmasında SD, performans sıralamasında ise ARAS yöntemi kullanılmıştır. 2011-2020 dönemini kapsayan çalışmada 4 adet değerlendirme kriteri kullanılmıştır. Sonraki çalışmalarda yöntem, dönem ve kriterler açısından farklılaştırma yapılabilir.

Purpose: It is aimed to analyze the performance of the Agricultural Insurance Pool, which is in an important position to compensate for the negativities that may occur in the agricultural sector, in the period of 2011-2020 with multi-criteria decision making methods. Methodology: The performance of the TARSİM in the period of 2011-2020 was ranked by taking advantage of the SD and ARAS methods. Findings: As a result of the application, it was revealed that the most successful year for TARSİM was 2020 and the year with the lowest success was 2014. Implications: In this study, the performance of TARİIM in the 10-year period was discussed by using SD and ARAS methods. Limitations: In the study, SD method was used to weight the criteria and ARAS method was used for performance ranking. In the study covering the period of 2011-2020, 4 evaluation criteria were used. In subsequent studies, differentiation can be made in terms of methods, periods and criteria.
