Publication: İran’ın modernleşme sürecinde Osmanlı Devleti’nin rolü
Abstract
İran, 19.yy.’ın başlarından itibaren Batı’yı model alarak yeni bir siyasal ve toplumsal sistem geliştirme aşamasına girmiştir. Aynı dönemde daha ileri bir tarihsel aşamada Batılılaşma hareketlerinin yaşandığı Osmanlı Devleti, bir model ülke olarak, İran’daki modernleşme hareketleri üzerinde etkili olmuştur. Bu etkileşim çerçevesinde İran’da, Batılı ülkelerin yanı sıra Osmanlı Devleti’nin de etkisindeki bir Batılılaşma anlayışı oluşmuştur. Çalışmamızın konusu, İran’daki bu Batılılaşma anlayışının ortaya çıkışının incelenmesi ve 20.yy.’ın ilk çeyreğine kadar olan gelişiminin ana hatlarının belirlenmesidir. Buna göre incelediğimiz ilk dönem (1799-1848), Kaçar Devleti’nin kuruluş aşamasında gerçekleştirilen ıslahat hareketlerini, ikinci dönem (1848-1870), bu ıslahat hareketlerinin Batılı tarzda öngörülen bir değişim anlayışına dönüşme sürecini ve son dönem (1870-1923), Batılılaşma faaliyetinin sistemleşme aşamasını ifade etmektedir. Bu tarihsel aşamalar ise, dönemin fikirsel eğilimlerini yansıtan İranlı aydınlar ve reformcu devlet adamları, onların Osmanlı Devleti ile olan ilişkileri ve buradaki faaliyetleri ekseninde incelenmiştir. From the beginning of 19th century, in Iran a new social and political system begun to develop. At the same time Ottoman Empire was in a more progressive historical stuation and as a model state, was effecting the modernizing movement in Iran. Therefore in Iran, a westernization idea that under the impact of the Ottoman Empire started to form. Subject of this study is to research the existing of this westernization idea and until the first quarter of 20th century, to determine the main character of development of this idea. In this respect, the first period (1799- 1848) that we have researched is including the reform movement in Kājār State at the time of establishment, the second period (1848-1870) is including the process of changing this reform movement into a westernization idea, and the last (1870- 1923) is including the siystematic westernization movement. And this historical periods have been researched according to Iranian reform-minded statemen and intellectuals who had relations with Ottoman State and activities in this state.
