Türkiye’de sosyal dışlanma ve yoksulluk

Abstract

Küreselleşme olgusuyla birlikte gelişmiş ülkelerde “refah devleti” kavramı gerilerken, gelişmekte olan ülkeler ya da az gelişmiş ülkeler, IMF ve Dünya Bankası güdümünde uygulanan istikrar ve yapısal uyum politikaları aracılığı ile neo-liberal politikaların uygulama alanı içine çekilmeye başlanmıştır. Bununla birlikte, tüm dünyada bir taraftan zenginlikler artarken, diğer taraftan, eşitsizlik, güvencesizlik, gelir dağılımı adaletsizliği, yoksulluk ve bağımlılık giderek derinleşmektedir. Sosyal politikalara duyulan gereksinimi artıran bu gelişmelere karşılık, refah devletinin işlevi giderek zayıflamaktadır. Bu bağlamda, son dönemde sosyal dışlanma sorunu gelişmişlik düzeyine bakılmaksızın tüm ülkeleri yakından etkilemeye başlamıştır. Günümüzde Türkiye’de de neo-liberal gelişmelerle bağlantılı olarak, bir çok ülkede görüldüğü gibi gelir dağılımı adaletsizliği, yoksulluk, kırdan kente göç, işsizlik, güvencesizlik ve eşitsizlikten kaynaklanan “sosyal dışlanma” sorunu görülmekte ve sosyal dışlanma sorunuyla baş etmek zorunda kalan dışlanmış gruplar toplumda varlığını göstermektedir. Ülkemizde uygulanan sosyal politikalar, sosyal dışlanma sorununu önlemede tam bir başarı sağlayamamıştır. Gerek sosyal güvenlik sistemimiz, gerek asgari ücret uygulaması, gerekse istihdam politikaları, sorunların çözümünde yetersiz kalmıştır. Türkiye’nin, diğer gelişen veya gelişmiş ülkelerde olduğu gibi, sosyal dışlanma ve yoksulluk ile mücadele etmesi, acil olarak yerine getirilmesi gereken görevlerindendir.

While in developed countries the concept of the “welfare state” is declining in importance as a result of globalisation, developing or underdeveloped countries have started to be drawn into the influence of neo-liberal policies through stability and structural adaptation policies implemented by the IMF and the World Bank. Moreover, while on one side wealth is increasing in the whole world, on the other side inequality, insecurity, unjust income distribution, poverty, and dependency are becoming more and more serious issues. Although these developments increase the need for social policies, the function of the welfare state is getting weaker and weaker. Therefore, the problem of social exclusion has recently started to seriously affect all countries regardless of their levels of development. Today Turkey, just as many other countries, is facing the problem of “social exclusion” caused by unjust income distribution, poverty, migration from rural areas into urban ones, lack of security, unemployment, and inequality in connection with neo-liberal developments. Thus, discriminated groups that have had to deal with social exclusion have been emerging in society. Social policies implemented in our country have not been entirely successful in preventing the problem of social exclusion. Be it our social security system, or the practice of minimum wages, or employment policies, all of these have been insufficient in solving the problems. It is one of Turkey’s urgent duties to fight social exclusion and poverty, just as the other developing or developed countries are doing.
