Publication: Seyyid Mehmed Nâilî Efendi’nin Miratü’n-Nizâm Fî Devleti’l-Fihâm adlı eseri (tahlil ve metin)
Abstract
Bu çalışma, Seyyid Mehmed Nâilî Efendi’nin Mir’âtü’n-Nizâm Fî Devleti’l-Fihâm isimli eseri ile alakalıdır. Çalışmada, söz konusu eserin siyâsetnâme türünde olması hasebiyle ilk olarak siyâset; siyâsetnâme; siyâsetnâme geleneği; Osmanlı siyâsetnâmelerine dair bilgi verilmiştir. Bunun akabinde müellifin hayatı hakkında bilgi verilerek eser, telif tarihi; telif sebebi; şekil özellikleri; muhtevası gibi çeşitli yönleriyle incelenip tahlil edilmiş ve son olarak da eserin transkripsiyon metnine yer verilmiştir. İncelediğimiz eser, Osmanlı siyâsetnâme türü içerisinde ıslahatnâme hususiyetlerini de barındıran bir telif olup, XIX. yüzyıl başlarında yaşamış bir Osmanlı devlet adamının gözünden askerî, mâlî, siyâsî, içtimâî problemlere nasıl bakıldığını ve bu problemler karşısında hangi tedbirlerin alınması gerektiğine dair çözüm tavsiyelerini yansıtmaktadır.
This study is related to Seyyid Mehmed Nâilî Efendi's work named Mir'âtü'n-Nizâm Fî Devleti'l-Fihâm. In the study, firstly politics, since the work in question is in the type of siyâsetnâme, politics, siyâsetname tradition; information about Ottoman politics is given. Following this, information is given about the author's life, the work, its copyright date, copyright reason, shape features. It has been examined and analyzed in various aspects such as its content and finally the transcription text of the work is included. The work we are examining is a compilation within the Ottoman siyâsetnâme genre, which also includes the characteristics of reforms, and dates back to the 19th century. It reflects how military, financial, political and social problems were viewed through the eyes of an Ottoman statesman who lived at the beginning of the 19th century, and his solution recommendations on what measures should be taken against these problems.
