Publication: IMF İstikrar politikaları ve kalkınma: Türkiye örneği
Abstract
Bu çalışmada, 1944 yılında Bretton Woods Konferansı'nda kurulan IMF'nin yapısının ve amaçlarının tanınmasına; IMF önerileri doğrultusunda hazırlanan istikrar politikalarının uygulama araçları ve etkilerinin açıklanmasına ve söz konusu istikrar politikaları kapsamında Türkiye - IMF ilişkilerinin tarihsel bir perspektifle ele alınmasına çalışılmıştır. Tez çalışması, seçilen konuyla ilgili hem internet hem de kütüphane bazında geniş bir yazın taraması yapılması ve danışman hocamla yapılan görüşmeler neticesinde sağlanan yönlendirmeler sonucunda tamamlanmıştır. IMF istikrar politikalarının, ülkelerin gelir dağılımları ve sosyal yapıları üzerinde bozulmalara yol açmış olabileceği ve özellikle AGÜ ekonomilerinde var olan açıkların, neo-klasik ve parasal yaklaşımlara sahip söz konusu politikalarla düzeltilemeyeceği beklentisinden yola çıkılmıştır. Konu bu bağlamda ele alınmış ve Türkiye'de yaşanan önemli gelişmelere yer verilerek aktarılmaya çalışılmıştır. Araştırma sonucu hipotezimi destekler nitelikte çıkmıştır.
This study aims to give a general framework in terms of being understood of the IMF's structure and objectives after its establishment in 1944 in Bretton Woods, as well as the effects of IMF proposed consistency politics and implementation tools, while surveying the relationship between Turkey and the IMF through a historical point of view. The study has been accomplished after seeking and obtaining related documents in libraries and on the internet, in accordance with the instructions of my teacher. The initiation point of the study is that: It was already expected that the IMF originated consistency politics are futile in curing the deficit in undeveloped countries, in contrast they would destroy the structure of the society, mostly by the destruction of income distribution. The subject is handled within this range, consisting of the progress between Turkey and the IMF, and it is aimed to clarify whether the above mentioned hypothesis is correct or not. The result supports the hypothesis as thought.
