Publication: Türkiyeye yönelik yabancı göçün nedenleri üzerine bir değerlendirme (2000 ve sonrası)
Abstract
Göç insanların siyasi, sosyal, ekonomik vb. sebeplerden zorunlu ya da gönüllü olarakyer değiştirmesi olarak tanımlanmaktadır. Göç olgusu, hem göç veren hem de göç edilenülkelerin iktisadi, siyasi ve sosyal açıdan derinden etkilemektedir. Dolayısıyla politikayapıcıların konuya karşı duyarsız kalması mümkün değildir. Bütün ülkelerde siyasal iktidarlargöçün negatif etkilerini azaltmak öte yandan göçün pozitif etkilerinden olabildiğince dahafazla yararlanabilmek için tutarlı politikalar geliştirmektedirler. Göç ile ilgili politikalargeliştirirken her şeyden önce göçün nedeninin doğru olarak tespit edilmesi gerekmektedir.Göçün nedenlerinin doğru olarak tespit edilmesi, göç ile ilgili kurumların yayınlamış olduğubilgi ve belgelerin incelenmesi ve saha araştırmalarıyla sağlanabilir.Bu çalışmanın amacı, Türkiye’ye yönelik göçün nedenlerini konaklama işletmelerindeistihdam edilen göçmenlerle müzakere ederek belirlemektir. Çalışma kapsamında ilgiliişletmelere yönelik olarak saha araştırması gerçekleştirilmiştir. Yöntem olarak nitel araştırmayöntemi kullanılmıştır. Bu çerçevede 27 kişi ile derinlemesine müzakere yapılmıştır.Müzakere yapılan 27 kişinin yaş ortalaması 25-33’tür ve görüşme yapılan kişilerden 23 kişiEndonezyalı, 1 kişi Nepalli 1 kişi Hindistanlı, 2 kişi de Türkmenistanlıdır. Müzakerelerdenelde edilen bilgiler analiz edildiğinde Türkiye’ye yönelik göçün ekonomik gerekçelere veNetwork ilişkilerine dayandığına ilişkin bulgulara ulaşılmıştır. Benzer çalışmaların farklısektörler için de gerçekleştirilmesini göç politikalarına güvenilir veri sağlamak açsındanyararlı olacağı düşünülmektedir.
Migration can be defined as a forced or voluntary movement because of political,social, or economic reasons. The phenomenon of migration deeply affects the economic,political and social aspects of both immigrant country and the country of immigration. It istherefore not possible for policy makers to be unconcerned to the issue. In all countries,political authorities launch coherent and easily applicable migration policies in order to reducethe negative impacts and improve the positive impacts of migration. To develop convenientpolicies for migration, first of all, the causes of migration need to be determined clearly.Accurate identification of the causes of migration can be handled by examining the data, bysearching the documents published by the institutions involved in migration, and by fieldstudies.The aim of this study is to determine the causes of migration towards Turkey bynegotiating with immigrants who are employed in the hospitality business. Within the scopeof the study, a field survey was conducted for the related businesses and qualitative researchmethod was applied. In this context, 27 people were deeply negotiated. The average ages ofthose 27 people were 25-33. 23 of them were from Indonesian, 1 person was from Nepal, 1person was from India and 2 people were from Turkmenistan. According to the results of theface-to-face discussions, the two basic reasons of migration towards Turkey are economic andnetwork relations. It is strongly suggested that similar studies should be carried out fordifferent sectors in order to get reliable data to be used to launch suitable migration policies.
