26 numaralı atik şikâyet defteri (1108-1109 / 1697) (inceleme-metin)

Abstract

ÖZETOsmanlı Bürokrasisi’nde daha önce Mühimme defterleri ile kayda alınan şikâyetler, 17. yüzyılın ortalarından itibaren tutulmaya başlanan Şikâyet Defterleri ile bir araya getirilmeye başlanmıştır. Şikâyet defterleri yapısı itibarı ile toplumsal problemleri ortaya koyduğu gibi Osmanlı Devleti’nin bu problemlere karşı hukuki yaklaşımı ve çözümleri konusunda da değerli bilgileri araştırmacılara sunmaktadır. Yapılan bu çalışma ile H.1108-1109 / M.1697 tarihine ait 26 Numaralı Atîk Şikâyet Defteri incelenmiş ve transkripsiyonu yapılmış olup dönemin siyasî, idarî, askerî, ekonomik ve sosyal yapısı hakkında bilgiye ulaşmak amaçlanmıştır.

ABSTRACTThe complaints were recorded with boks of Mühimme in Ottoman State of bureaucracy. These complaints were brought together with the complaint books which were beign registered, starting the middles of 17th century. The complaint boks, according to their structure, reveals social problems. As well as this, it has been presenting to researchers about legal approaches and solutions subject of Ottoman State againts to these problems. With this study, Atîk Complaint Books with No 26 for the date of H.1108-1109/ M.1697 had been examined and its transcription had been done, and it had been aimed to get information about political, administrative, military, economic and social structure of this period.
