Publication: Belediyelerin kadınlara yönelik hizmet ve politikaları : Esenler ve Kadıköy Belediyesi örnekleri
Abstract
Bu çalışmada belediyelerin sosyal hizmetler kapsamında kadınlara yönelik sundukları hizmet ve politikalar ele alınmış, bu hizmet ve politikaların sosyo-ekonomik ve kültürel açılardan farklılaşan ve farklı siyasi partiler tarafından yönetilen belediyelerde bir değişim gösterip göstermediğinin tespit edilmesi amaçlanmıştır. Bu çerçevede İstanbul’da bulunan, farklı siyasi partiler tarafından yönetilen ve sosyo-ekonomik ve kültürel açıdan farklı özelliklere sahip olan Esenler ve Kadıköy ilçe belediyeleri örnek olarak seçilmiştir. Çalışma üç bölümden oluşmaktadır. Birinci bölümde, konuya ilişkin kavramsal çerçeveye yer verilmiştir. Bu bölümde literatür taraması yapılarak veriler toplanmış ve belirli bir sistematikle konu ele alınmıştır. Türkiye’de kadınlara yönelik sosyal politikalar ve belediyelere mevzuatla tanınan görevlerin ele alındığı ikinci bölümde ilgili literatürün yanı sıra, kalkınma planı, siyasi parti programları vb. dokümanlar ve mevzuat taramasından yararlanılmıştır. Esenler ve Kadıköy Belediyesi’nin kadınlara yönelik hizmet ve politikalarının incelendiği üçüncü bölümde ise öncelikle ilgili belediyelerin stratejik plan, performans faaliyet raporu gibi basılı yayın ve raporları ve web sayfaları taranarak belediyelerin kadınlara yönelik politika ve stratejileri ve bu hizmetleri yürüten birimler tespit edilmiştir. Daha sonra gerekli görülen yerlerde ilgili birim temsilcilerinden ilave bilgi ve belgeler talep edilerek kadınlara yönelik yürütülen hizmetler ve faaliyetler hakkında detaylı bilgi alınmaya çalışılmıştır. Bu kapsamda elde edilen veriler belirli bir sistematikle sunularak analiz edilmiştir. Çalışmada incelenen örnekler kapsamında belediyelerin dezavantajlılar içerisinde yer alan kadınları önemsediği, ancak kadına bakış açılarının ve kadınlara yönelik hizmetlerinin siyasi söylemlerine paralel olarak farklılaştığı görülmüştür. Diğer yandan, kadınlara yönelik sunulan eğitim, kültür, spor vb. hizmetlerde her iki belediyenin farklı yaklaşımlarında, halkın farklılaşan sosyo-ekonomik ve kültürel özelliklerinin de etkisinin bulunduğu söylenebilir.
In this study, the services and policies offered by municipalities for women within the scope of social services are discussed, and it is aimed to determine whether these services and policies show a change in municipalities that differ in socio-economic and cultural aspects and are governed by different political parties. In this framework, Esenler and Kadıköy district municipalities in Istanbul, which are governed by different political parties and have different socio-economic and cultural characteristics, were selected as examples. The study consists of three parts. In the first part, the conceptual framework of the subject is given. In this section, data were collected through a literature review and the subject was addressed in a certain systematic way. The second section, which deals with social policies for women in Turkey and the duties assigned to municipalities by legislation, draws on the relevant literature as well as documents such as development plans, political party programs, etc. and legislation. In the third section, which examines the services and policies of Esenler and Kadıköy Municipality towards women, the policies and strategies of the municipalities towards women and the units that carry out these services were identified by scanning the printed publications and reports such as strategic plans, performance programs, annual reports and web pages of the relevant municipalities. Afterwards, additional information and documents were requested from the representatives of the relevant units where deemed necessary to obtain detailed. Information on services and activities carried out for women. The data obtained in this context were presented and analyzed in a systematic manner. Within the scope of the examples examined in the study, it has been observed that municipalities care about women among the disadvantaged, but their perspective on women and their services for women differ in parallel with their political discourse. On the other hand, it can be said that the different socio-economic and cultural characteristics of the people also have an impact on the different approaches of the two municipalities in services such as education, culture, sports, etc. provided for women.
