Adalet Partisi İktidarında Türkiye (1965-1971)

Abstract

1960’lı yıllar, Türk siyasi tarihinde önemli olay ve gelişmelere ev sahipliği yapmıştır. Bu dönemde kuruluş faaliyetlerini tamamlayarak siyasi faaliyetlerine başlayan Adalet Partisi’ni iktidara taşıyan süreç 10 Ekim 1965 genel seçimleriyle başlamıştır. Seçimlerin ardından birçok parti mecliste temsilci bulundurma hakkını elde etmiştir. Meclisteki bu çok sesliliğin siyasi hareketliliği beraberinde getirdiği bu dönem aynı zamanda dünya ile eş zamanlı olarak toplumsal olayların giderek etkisini arttırdığı bir süreci de kapsamaktadır. Siyasete ideolojinin karıştığı ve toplumdaki bölünmenin giderek tırmandığı bu yıllarda Adalet Partisi yönetimlerinin siyasi konjonktürü doğru okuma çabaları daha fazla önem kazanmıştır. Adalet Partisinin iktidarı ile geçen yıllar Türkiye’de hayli yoğun dış politik gelişmelere sahne olmuştur. Batı yanlısı geleneksel dış politika anlayışının yanı sıra çok yönlü bir dış politika anlayışı takip eden AP hükümetleri iktidarında Türk dış politikasında yeni bir dönem başlamıştır. Batı ile bilhassa ABD ile ilişkiler devam ederken bir yandan da dünyanın diğer süper gücü olan Sovyetler Birliğiyle temaslar yeniden başlamış, diğer yandan Arap ve Orta Doğu coğrafyası ile ikili ilişkiler nezdinde başlayan görüşmeler anlaşma ve bölgesel organizasyon çalışmaları ile günümüze kadar gelen kuvvetli bağların temellerin atılmasına olanak sağlamıştır. Türkiye’de hızlı kalkınma mücadelesi başlamış ve bunu gerçekleştirmek amacıyla planlı kalkınma modeli takip edilmiştir. Sanayi sektörünün Türk ekonomisinin omurgasını oluşturduğu bu yıllar aynı zamanda Türk iktisadi yaşamında dev projelerin devreye alındığı bir dönem olmuştur. AP yönetimlerinin, kalkınmayı sosyal temellere dayandırması sosyal kalkınma çabalarını beraberinde getirmiş, mevcut kaynakların doğru ve etkili kullanılması noktasındaki aktif gayretler kontrollü nüfus politikasının oluşmasına ortam hazırlamıştır. The 1960s hosted important events and developments in Turkish political history. In such a period, the process that brought the Justice Party to power, which completed its establishment activities and started its political activities, started with the General Elections of 10 October 1965. In these elections, where the National Balance system was applied for the first time in Turkey, the parliament took on a cosmopolitan structure, and after the elections, many parties gained the right to have representatives in the parliament. This period, in which this polyphony in the parliament brought about political mobility, also includes a period in which social events gradually increased their influence simultaneously with the world. In this period, when ideology was mixed with politics and the division in society was gradually increasing, the efforts of the Justice Party administrations to read the political conjuncture correctly gained more importance. The years that passed with the ruling of the Justice Party witnessed intense foreign policy developments in Turkey. A new era has begun in Turkish foreign policy during the AP Governments, which followed a multi-faceted foreign policy approach as well as a pro-Western traditional foreign policy understanding. While relations with the West, especially with the USA, continued, contacts with the Soviet Union, the other super power of the world, started again, on the other hand, the negotiations that started with the Arab and Middle East geography in the face of bilateral relations have enabled the foundations of the strong ties that have survived to the present day with the agreement and regional organization studies. In Turkey, the period between 1965-1971, when the Justice Party was in power alone, was essentially the scene of the Rapid Development struggle. In this direction, the Planned Development model has been followed for the development of Turkey. This period, in which the industrial sector forms the backbone of the Turkish economy, is also of great importance in terms of being a period in which giant projects are put into use in Turkish economic life. The AP administrations' basing development on social foundations brought along social development efforts, and a controlled population policy was actively followed at the point of the correct and effective use of existing resources.
