Süreç yönetimi: süreç performansının yüzde ağırlık yöntemiyle ölçülmesi ve değerlendirilmesi

Abstract

Süreçlerin organizasyonel hedefleri hangi ölçüde desteklediğini ve istenen çıktılara ulaşılmasında ne derece başarılı olduğunu görebilmek için performanslarının ölçülmesi gereklidir. Bu çalışmada, süreç performansının ölçülmesi için Yüzde Ağırlık Yöntemi geliştirilmiş ve bu yöntem Türkiye'de ve dünya sektöründe faaliyet gösteren bir kargo şirketinde gözlemlenen süreçlerin performans ölçümünde kullanılmıştır. Bu çerçevede öncelikle, işletmenin çekirdek faaliyet konusu tanımlanmış, işletmede varolan faaliyet zincirleri süreçlere ayrılmış ve süreç haritaları çıkarılmıştır. Daha sonra, belirlenen süreçler için varolan bir çok performans kriteri arasından sürecin değerlendirilmesi için kritik olan performans kriterleri belirlenmiş, sonrasında ise süreçler hakkında bilgi sahibi olan kişiler , o süreç içinde çalışan kişilerden oluşturulan ekipler ve süreçlerin izlenmesinden sorumlu birimin ortak görüşleri sonucunda bu kriterler yüzde olarak ağırlıklandırılmışlardır. Son olarak da, performans kriterlerinin puanlarıyla yüzde ağırlıklarının çarpılması sonucu süreç puanları elde edilmiş, bu yolla tanımlanan süreçlerin performansları belirlenmiş ve takip edilmeye başlanmıştır.

Performances of the processes must be measured in order to see to what extent they support organizational goals and how successful they are in obtaining the intended outputs. In this study 'percentage weighted method' is improved and this method is applied on a delivery firm operating worldwide including Turkey. On this frame first, firms core business subjects are defined then existing activities are converted to processes and process maps are prepared. Later on, among the performance criteria for the determined processes, the ones which are more critical were identified. Furthermore, these criteria were weighted after the views of the people who are informed about these processes, the teams which are formed from the people working in these processes, and the units which are responsible for monitoring these processes. Finally performance criteria points are multiplied by weighted percentages and the obtained results are used to monitor the process performance.
